Job Title: M&E Officer

Job Requirements:

 A university education in computer or information management, statistics, sociology, development education or similar.

  Minimum one years’ Experience in an M&E, accountability or program quality role with a humanitarian organization, experience managing M&E field staffs is mandatory.

  Fluent written and spoken in English and Arabic – The position requires writing and editing of numerous reports and assessments in English

  Ability to provide a prove of a written MEAL report upon request.

  Minimum one year experience in data analysis

 High experience in Microsoft Office programs (Excel, word, PowerPoint and Outlook)

  Experience in GIS, Power BI and dashboard development is desirable

  Minimum one year experience in digital data gathering platforms such us IFORM builder, KOBO collect, Tangerine data collection platforms or similar

  Experience in clouds platforms such us SharePoint, one drive, or similar is an assist.

Job Description:

To coordinate and supervise M&E staff in the monitoring of activities implemented by The organization in Dier Azor and ensure the quality, accuracy and timeliness of data collected. This includes regular field visits to organization program implementations to provide efficient field visits feedback and other M&E activities. The job holder is also expected to travel to other organization offices to provide hands-on support and supervision.  Draw up, in consultation with the MEAL Manager and other M&E Officers, weekly M&E team work plans and ensures that the approved plan is shared with the M&E teams in timely and efficient manner.

Support the MEAL Manager in developing quarterly and annual targets- of M&E activities in line with donor and internal requirements.  Monitor M&E team activities to ensure that all donor and internal M&E targets are met.

To analyse, discuss and produce reports on findings from regular monitoring activities, evidence-based recommendations for program quality improvement and monitoring quality improvement. And ensures that drafting MEAL Statistics and Narrative reports regardless baseline, PDMs midline and endline are undertaken timely. This includes support the MEAL Manager to produce monthly MEAL reports.

Review the field feedback report shared by field MEAL teams and provide guidance on improving and producing highly efficient field feedback reports, ensures that the evidence-based feedback and quality improvement reports are shared to the relevant program departments, make sure the feedback is followed and updated on the feedback and lesson learnt trucker timely.

In collaboration with MEAL Manager and other MEAL Officers to update organization monthly programmatic indicators.

Update the daily M&E activities plan and achievements made on daily basis over MEAL activities implementation trucker.

Conduct M&E activities yourself (including qualitative and quantitative data collection) when necessary.

To support the implementation and coordination of organization’s monitoring plans with other program departments in Syria.

To assist in the refinement of existing, and development of new, M&E procedures, methodologies and tools.

To establish methods and mechanisms for maintaining independence of the M&E team in Syria.

To ensure that beneficiaries, community members and other stakeholders are fully informed of the M&E processes being implemented, and are treated with respect, appreciation and courtesy.

To promote and uphold best practices in all aspects of work, and promote a culture of learning within the organisation

Provide guidance, on-the-job mentorship and training to M&E assistants, and other staff on request, in best practices in different data collection methodologies, data quality, surveys, data analysis and other topics related to M&E as required.

Undertake M&E activities yourself (including qualitative and quantitative data collection) when necessary.

Ensure that implementation of field activities adheres to organization’s accountability, programme participant protection policy, M&E and other standards.

Support the community response mechanism (CRM) focal point in promoting the CRM among the program participants and ensures CRM trainings and sessions are under taken by MEAL teams to the program participants. This includes ensuring that all departments distributing and briefing the CRM to program participants.

To work as part of a team, providing any other support required by the Monitoring, Evaluation, Accountability and Learning unit.
