Job Requirements:

The program senior officer is required to embody the following qualities and to maintain compliance with AN Rule and Policies at all times:

Qualifications

– Minimum Bachelor-level or equivalent in agricultural engineering (master degree or higher is an advance) or related science

– Relevant trainings in the field of agricultural support are a plus

Experience

– Minimum of 4 years working experience in NGOs

– Past experience in agriculture projects is a must

– At least 2 year of experience in NGO project and staff management.

Job Description:

FUNCTIONS

General Responsibilities

– Ensure the projects meet their objectives including those agreed contractually with donors as well as internal objectives.

– Ensure the projects maximize the positive impact of its activities.

– Ensure satisfaction of beneficiaries and all other stakeholders is high with proactive and transparent communication in line with donor regulations.

– Ensure effective cooperation with identified local service partner and key stakeholder “Raqqa Farming Association”.

– Ensure that MEAL department is always updated and informed of all project activities including timely sharing of any beneficiary databases and prompt addressing of complaints raised through CRM.

– Transparently reporting to the PC, HoP and HoO on any issues or challenges and pro-active suggestions for potential improvements.

– In coordination with the PC and HoP, and the support departments, ensure that all LA activities are in accordance with donors’ standards and regulations.

– Provide inputs to budgets, forecasts, BoQs and procurement and field operations planning, with support from the HoP and PC.

– Respect the confidentiality of all information and data received.

– Respect and promote policies and report to HoO, HoP and Programme Coordinator any non-compliance of these policies amongst the teams or by contractors.

– Ensure activities do no harm and respect humanitarian values and principles.

– Provide written progress updates on a monthly basis.

Field Activities/Documentation

– Monitor needs and developments in the area of intervention (through revision of third-party material and communication with local departments related to LA).

– Create (or oversee the creation of) tools for all field activities (including criteria for technical checks, training materials and follow-up surveys) through coordination with and approval from HoP and Programme Coordinator, MEAL and all LA field teams using KoBo as much as possible (only not relevant for FGDs or KIIs where a lot of note-taking is required).

– Analyse the data collected and provide a draft report after each data collection activity is complete e.g. assessment, beneficiary selection, training, distribution, follow-up, onsite technical checks and submit to HoP and Programme Coordinator.

– Oversee the creation and adaption of documentation for procurement (order forms, BoQs, designs of training materials etc.)

– Check documentation of suppliers provided in bids (with support from HoP and Coordinator and project officers) and compile information collected by team during onsite technical checks. Senior Officer is responsible for tracking procurement status and ensuring that program team is providing all required information promptly.

– Coordinate with HoP and Coordinator and Coordinator to make monthly requests for enumerators.

– Under the direction of the HoP and Coordinator, follow the recruitment process of officers, assistants and other temporary personnel including shortlisting, checking CVs, interviews, test creation, test checking and coordination with HR.

– Compile all raw data from LA and MEAL teams in beneficiary databases which are clear and accurate and share with reports (for beneficiary selection the raw data to be analysed and shared with MEAL directly after data collection).

– Coordinate with the Programme Coordinator to ensure the accurate and clear storage of all soft and hard data/information collected (including ensuring that soft copies of all hard documentation are stored via the sever).

Team Management

– Create and share daily work plans (with input from administrative assistants) for all office-based activities.

– Directly supervise administrative assistants (and officers as necessary) and coordinate their activities.

– Effectively delegate responsibilities and tasks as part of capacity building as well as effective time management.

– Oversee all work produced by administrative assistants and officers, depending on the activity, reviewing and editing as needed before finalization.

– Provide capacity building to administrative assistants and officers as necessary to ensure professional development of the staff e.g. data cleaning or tool development.

– Resolve any issues within the team and ensure smooth coordination with other departments such as Logistics &Procurement, MEAL and security teams.

– Organize effective workflow through regular team meetings and/or review sessions including all relevant staff depending on confidentiality or responsibility

– Provide fair and constructive feedback to staff in direct line management in line with AN HR regulations.

– Conduct monthly feedback sessions with administrative assistants to support with capacity development and achievement of key performance indicators.

Technical quality assurance:

– Be responsible in coordination of the Programme Coordinator and AN officers that all deliveries of contracted services and goods (incl. land levelling, drip irrigation, sprinkler irrigation, tree kits,

hydroponic kits, organic fertilizer kits) are according to technical specifications, fulfilling the contract requirements

– Ensure a satisfactory and safe delivery venue is selected at all times and the process is well organized to fulfil the needs of all involved beneficiaries

– Oversee and follow-up on existing supplier contracts and coordination with suppliers if needed

– Be responsible for deliberate market analysis and preparation of BoQs for goods and services to fulfil proposal requirements in a timely manner if required

Movement and Security

– Prepare timely and well thought out movement plans in coordination with HoO, Programme Coordinator and logistics

– Ensure that all movement is effectively coordinated internally to ensure field activities are implemented appropriately and within limited means of transportation

– In collaboration with the Programme Coordinator and AN Head of Office, ensure that the team respects arche noVa security guidelines and procedures.

– Immediately communicate any security concerns or breach of guidelines to the Programme Coordinator, Security Officer and Head of Office.

– Anticipate potential risks and share any concerns with the HoP and Coordinator and security department.

– Ensure confidentiality of the information sharing. Details of upcoming field activities should be limited as much as possible, to essential staff only.

– Under the guidance of the HoP and Programme Coordinator, ensure data protection and confidentiality of beneficiary lists and information.

– Ensure that security clearance requests have been submitted, and required equipment (GPS, Thuraya), if necessary, is present.
