Job Requirements:

  • Bachelor’s degree in political science, international relations, security risk management, disaster management, and compliance or related field or equivalent combination of education and work experience.
  • Police, law enforcement, or military training and experience are advantages.
  • At least 2-3 years of experience in International Organizations within a humanitarian context and risk management.
  • Experience working in NE Syria with an international and culturally diverse team.
  • Current and detailed understanding of the security context and how it impacts humanitarian operations.
  • Strong assessment, evaluation, analysis, and planning skills.
  • Fluent in Arabic and English, verbal and written, with detailed knowledge of technical expressions.
  • Able to communicate clearly, especially in a crisis.
  • Excellent oral and written communication skills.
  • Demonstrable supervisory ability, sound judgment, and the ability to work effectively with others at all levels.
  • Strong assessment, evaluation, analysis, and strategic planning skills.
  • IT literate in MS – Word, Excel, and PowerPoint.
  • Experience in developing security-related technical tools, guidelines, and systems.
  • Experience in humanitarian access.
  • Proactive, diligent, and with a high level of integrity.

Job Description:

This position is an integral part of the Operational Safety Unit (OSU) to ensure that organizational security policies and procedures are relevant to the context, fit for purpose, and implemented correctly. The Deputy Operational Safety Manager will support the OSM by advising on humanitarian security and access processes, systems, and approaches in close coordination with program teams and other members of the SSU. The DOSM will analyze security, political and social dynamics trends and, along with the (OSM) and subordinates within the Safety & Security department, ensure that effective security measures for programs in NE Syria are appropriately planned for and addressed within the national context.  The position will lead in optimizing organizational security and mitigating operational risks for office effectiveness by establishing security systems and mechanisms for building upon the organizational culture and practice of safety and security.

This position will act in the capacity of the OSM in their absence.

KEY RESPONSIBILITIES

  • Work with the OSM, Program Managers, and other staff to conduct Security Risk Assessments as required/directed
  • Ensure sub-national contextual risk ratings are established and updated as required
  • Ensure CI Security Principles and Standards are implemented in line with security key performance indicators and residual risks for each office within the area of responsibility
  • Provide input and support to the OSM and management in crises and critical incidents.
  • Based on current risk assessments, complete updates of the NES hub level and Field level S&S plans at a minimum quarterly basis. Ensure that updates of these plans are communicated to all relevant staff
  • Work to ensure that the org, its mission, and work in the areas of operations are conflict and context-sensitive
  • Provide regular updates to safety and security procedures for all NES program areas
  • As directed by OSM, lead on Security Risk Assessments and context assessments to consider new programs in new geographic areas
  • Conduct site visits with program and support service teams, as required, to conduct a new area Security Risk Assessment to assist in expanding operational reach/portfolio per country office strategy
  • Provide supervision and oversight to the Operations Room and the OSU assistant in Raqqa
  • Take a proactive approach and champion positive communication and relations between the OSU and program staff to enable trust, timely and reliable reporting, and the continued growth of a safety and security culture.
  • Assist the OSM in Implementing the Country Office security strategy in alignment with the org security policies and standards to ensure the operational priorities are appropriately supported
  • Ensure Security Risk Assessments, contextual risk ratings, and security Key Performance Indicators, standards, processes, and procedures are completed in accordance with current Security Unit guidelines and training
  • Provide technical leadership and matrix management to department staff in accordance with the OSU organogram
  • Work with the OSM to develop and implement access strategies for our program areas.
  • As directed by OSM, represent the org in Syria at local NGO security network and access meetings and ensure information from these groups is disseminated to relevant staff
  • Build ongoing networks for sharing security and access information with the OSM for processing and analysis.
  • Professionally represent the org when performing liaison tasks. Attend liaison meetings as directed by the OSM
  • Establish positive relations with authorities, community and tribal representatives, emergency services, and other key stakeholders as directed
  • Build and maintain positive collaborative relationships with staff from project partner organizations
  • Proactively ensure that the reputation of the org is promoted and report and address any potential reputational challenges.
  • Support the OSM with updates and implementing the capacity development plan in line with the regional Humanitarian Access & Security Capacity Development Strategy
  • Provide support to the OSM for regular training for staff on humanitarian principles and safety and security preparedness. Training(s) may include Standard Operational Procedures; Humanitarian Negotiations; Contextual Understanding; Safety & Security Risk Management; Incident Management & Reporting
  • Liaise with partners to assess capacity-building needs and provide advice and support where feasible and necessary
  • Provide regular training and systems review for the Operations Room and support the OSM to deliver additional training as directed.
  • Meet with the OSM to agree on your annual goal and objective. Revisit and review with the OSM each quarter
  • Attend INSO meetings or training as directed by the OSM
  • Attend internal training, mentoring sessions, and workshops that the OSM schedules.
  • Provide the weekly security report and monthly COVID-19 report to the Operational Safety Manager for review
  • Ensure that all health, safety, and security incidents are reported in accordance with the org Security Policy
  • Monitor the OSU distribution and submission of Security Alert, Flash, and SIMSON reports and notify the OSM of any delayed or missed reporting
  • Support the OSM during reviews and routine updates of the Safety and Security Management Plan (SSMP) and other access, safety, or security policies, procedures, or protocols
  • Conduct performance reviews of the field-based security focal persons
  • Collect, analyze, and disseminate security information as directed by the OSM
  • Maintain all required security documents, to be reviewed and updated regularly and when needed
  • Develop and maintain a NES incident database
  • Work with the OSM to develop the org NES area access maps with integrated stakeholder mapping
  • Attend a monthly KPI review meeting with the OSM to identify shortfalls and update KPI and audit work plan
  • Prepare specific incident/development/trends reports or analyses as requested by the OSM.#
