Technical abilities:

  • University degree in engineering, mathematics, chemical or any other relevant sector desired but not mandatory
  • Experience in supervision of water supply activities, including water trucking in humanitarian with water physico analysis (FRC, pH, turbidity) context 2-year mandatory
  • Experience in Informal Settlements or camp context highly desired
  • Skills in mobile data collection (kobo) highly desired

Personal abilities:

  • Rigorous, organized, trustful
  • Autonomous
  • Excellent communication and interpersonal skills
  • Basic English mandatory on WASH activities
  • Arabic (Read-Write-Speak) is mandatory
  • Strong negotiations and communication skills

Job Description:

Under the supervision of the WASH Service supervisor (WS supervisor), and indirectly under the Water and Sanitation deputy PM, the WASH Water Infrastructure Officer (WWI Officer) will lead and supervise implementation of SI activities (especially water supply, water quality monitoring and desludging) respecting deadlines, technical requirements and the cultures and practices of the local population, and ensuring minimum quality requirements are met. The WWI officer will also take part in the assessment, design, supervision of implementation and operation of activities related to water supply infrastructures (water treatment unit, water network).

TASKS AND RESPONSIBILITIES:

List of main tasks:

Assessment and design

  • Ensure the Water Infrastructure needs assessments

– Take part in the identification of sites /where work is to be carried out

– Carry out technical assessments of identified sites and make detailed recommendations

– Collect data for need assessment and coordinate with the local population

  • Participate to small scale sewage network and infrastructures designs

– Provide input to design of the works with sizing, technical drawings, BoQ and technical specification

– Propose input to budget and pricing, using and improving his/her knowledge of the local market

Supervision of work in Water Infrastructures

Contribute to the construction or rehabilitation of water infrastructures such as water treatment unit and water network using Solidarités International tools (in particular):

  • Supervise the implementation of work and make sure it is complying with local and/or humanitarian standard as well as technical specification of the contract
  • Ensure the work respects deadlines established by the contract
  • Report to his line manager if any event occur which can imply delay in the work
  • Supervise operational teams, contractors and communities, and ensure the best use of available resources
  • Take part to the evaluation of the technical competence of contractors
  • Respect Solidarités administrative procedures before, during and after each work project

Operational monitoring

  • Under the supervision of the WS supervisor, take part in logistical and administrative organization and the planning and preparation of SI WASH activities
  • Ensure monitoring of activities under WASH Services department especially desludging and water supply in Informal Settlements and host communities.
  • Report any risk of fraud observed on the field and suggest solution to mitigate the risk of fraud
  • Ensure daily field monitoring of Water trucking by following tasks:

– Ensure spot check of the water truck, FRC in truck and deliver level

– Check the monitoring tools filled by chlorination workers, contractor or community

  • Ensure monitoring of water quality by performing analysis on the field (FRC, pH, T, conductivity …) and taking sample for laboratory in compliance with sampling strategy
  • Ensure bacteriological and chemical analysis in the lab following sampling strategy and instructions of WS supervisor
  • Ensure follow-up of the stock of the laboratory:

–  Fill the stock report

– Ensure monthly inventories

– Anticipate and report purchase needs for laboratory

– Clean and arrange laboratory room

  • Ensure follow-up of the stock of the laboratory by filling the stock report, ensuring monthly inventories and reporting needs
  • Participate in assessment by mobile data collection especially for update of population and WASH assessment
  • Report any movement of population observed on the field
  • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
  • Establish safety and security measures for each activity and ensure that these rules are respected by the contractor workforce and by the population
  • Support community participation mechanism by participating in election of Committee, recruitment of Community Volunteer, capacity building of community focal points
  • Inform regularly community representatives on WASH activities
  • Supervise on regular basis WASH activities that are in process of handover to the community

Reporting/Archiving /representation

  • Keep his/her monitoring tools and files archived in the Solidarités office, accessible to his/her supervisor and/or project manager
  • For activities including community participation, ensure the community focal points fill monitoring tools following Solidarites’ instructions
  • Report to kobo or in excel database the result of water analysis
  • Participate in scanning hard paper archives and download soft Source of Verification to appropriate folder
  • Support WASH Service supervisor in edition of payment files
  • Take part in the drafting of project completion of work report under the supervision of the WS supervisor
  • Take part in seminars and workshops related to the carrying-out of activities and to project objectives
  • Report to the WS supervisor regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
  • Report back all information or problems linked to his/her activity, Solidarités programs or safety issues
  • Make sure that the security rules are perfectly well known understood and followed by the daily workers.
  • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of Solidarités
  • Answer complaints reported on CRM line when required
  • Analyse the humanitarian situation by taking into account protection issues/Do No Harm to the population
  • Take part in lessons learnt workshops and other program evaluation activities.
  • Collaborate with local authorities and administration
