Job Requirements:

Essential Requirements

  • Bachelor degree in Economics, business management, finance, agriculture or other relevant fields;
  • At least 2 years of relevant professional experience, preferably with International NGOs;
  • Previous experience in the Implementation of Livelihood projects;
  • Deep knowledge of the local context and territory in Raqqa Governorate, including the knowledge of the local market, main market actors, cooperatives and local associations, local authorities, etc.;
  • Proficiency in the use of Excel, word, Power Point and other basic IT skills (emails, data entry, use of clouds, etc.);
  • Previous experience in preparing reports, and using spreadsheets to enter and analyze data;
  • Proactive attitude, capacity to organize his/her work autonomously and prioritize tasks, and to work with other members of the team;
  • Good communication skills and capacity to create positive and trustful relations with other counterparts (local cooperatives, project’s beneficiaries, other local actors, etc.);
  • Excellent oral and written English;
  • Fluency in English and Arabic.

Desirable Requirements

  • Knowledge of business management and/or marketing;
  • Previous experience in projects aiming at the support of local businesses or cooperatives, or at the support of the creation of new small businesses through small grants;
  • Previous experience in the implementation on the field of market assessments (interviews, questionnaires, Focus Group Discussions, etc.);
  • Previous experience in the implementation of training on business management, marketing, business plan’s elaboration etc., or certified trainer’s certificate.
  • Fluency in Kurdish.

Job Description:

Summary of the project

The Livelihood Officer will work within the framework of the project Linking Emergency Assistance and Response in Northeast Syria (LEARN) – Phase III LEARN,  implemented by UPP in consortium with People In Need (PIN), Solidarietès International (SI), Relief International (RI) and the Kurdish Red Cross. Under the livelihood component, UPP aims at supporting 5 existing women cooperatives operating in Hasakeh through the provision of trainings and mentorship as well as of small grants. In the same way, UPP is supporting 20 TVET graduates previously trained by PIN through the disbursement of small grants and the provision of business mentorship. Within the framework of this project, the Project Officer will be responsible of the following.

List of tasks assigned:

Activities implementation

  • Take the lead in the implementation of the livelihood activities in the west (Raqqa), under the supervision of the Livelihood Coordinator but with a high level of independence in the implementation of the workplan and in the supervision of the businesses supported;
  • Support the process of distribution of small grants to TVET graduates (double check amount request with market’s prices, preparation of distribution tools, etc.) and monitor regularly after the distribution in order to ensure the grants are spent properly (collection of invoices, field visits, checklists, etc.);
  • Coordinate with UPP financial department to organize the grants’ distributions;
  • Follow up the implementation of the agreed business plans;
  • In case of variations in the business plan, assess if these variations are justifiable from an economic perspective, offering recommendations to the beneficiaries;
  • Under the supervision of the Livelihood Coordinator, support the TVET graduates with regular business mentorship and trainings when needed, following up the development of the businesses and offering support and recommendations when challenges arise;
  • Implement regular technical monitoring of the businesses established, through regular field visits and the use of a technical monitoring tools;
  • Analyze the results of the data collected to set up regular workplans together with the beneficiaries and define the support UPP can offer;
  • Build a relation of trust with the project’s beneficiaries and maintain a constant communication with them, also through the use of phone calls and whatsup group;
  • Coordinate with UPP MEAL department to carry out program monitoring visits and collect all needed information for project’s monitoring;
  • Maintain relations with the main stakeholders of the project, including local authorities and other LEARN partners;
  • Coordinate with other LEARN partners’ in order to adopt coherent approaches, exchange lessons learnt and create synergies, for example through the organization of common training or mentorship activities;
  • Support in the elaboration of technical tools and documents;
  • In case of a new phase of the project, support in the revision of the grant disbursement’ mechanisms, in the evaluation of business plans and in the selection of the best businesses to be supported, etc.

Reporting and coordination

  • Store properly all technical project’s document on UPP’s cloud;
  • Carry out meetings every two weeks with the Livelihood Coordinator to report on the implementation of the activities, challenges encountered, etc.
  • Implement monthly the technical monitoring tool and share it together with a narrative technical monthly report to keep track of the activities implemented and of the progresses and impact of the project on beneficiaries’ incomes;
  • Participating to LEARN’s weekly call to report livelihood progresses to project’s team;
  • Write monthly project’s reports on livelihood activities to feed into LEARN’s monthly reports for BHA;
  • Participate to monthly meeting of relevant working groups (ERL Raqqa, Agriculture and Early recovery Sub-Working Group)

Project development

  • Carrying out needs assessments through field visits, researches, meetings, questionnaires, etc. in order to study the livelihood needs present on the territory, and the feasibility of new projects;
  • Meet and keep relations with potential partners, both local and international;
  • Support the elaboration of new project ideas;
  • Support the elaboration of project proposals and the acquisition of the needed documents and information from local partners (support letters, project or beneficiaries’ information, etc.).
