Job Requirements:

Essential:

  • University degree (i.e., Bachelor level).
  • Minimum 5 years of working experience with an NGO / humanitarian agency
  • Minimum 2 years of experience in managing teams with proven interpersonal and leadership skills.
  • Minimum 1 year of experience working in Camps
  • Advance proficiency in Arabic (Speaking, Reading, and Writing).
  • Advanced in English (Speaking, Reading, and Writing).
  • Ability to be based full time in assigned camp, with travel as required to Hasake collective centres, Deir Ezzor, Amouda, and surrounding area.
  • Proficient in using MS Office (Excel, Word, PowerPoint).
  • Demonstrate knowledge of key humanitarian principles and Project Management Cycle.
  • Flexibility/ability to work on emergency activities.
  • Experience in at least three of the following areas: conducting assessments/ data collection (Kobo), Service Monitoring, supervising volunteers, implementing small infrastructure projects, training, communicating with Communities, Organizing, and taking minutes of meetings, Establishment of Community Governance Mechanisms.
  • Experience in training and capacity-building staff and external stakeholders

Desired:

  • Certificate/Training in Camp coordination/management.
  • Excellent verbal and written communication skills.
  • Strong interpersonal communication skills.

Job Description:

DUTIES AND RESPONSIBILITIES

1-       Project planning and implementation

  • In collaboration with the PM, prepare a long-term work plan in consultation with all MCCCM units, considering community needs, the longer-term vision of the sites, and project/donor requirements.
  • Ensure/co-lead regular team coordination meetings and follow-up on the timely implementation of the work plan.
  • Supervise the MCCCM units in their day-to-day activities and support them to achieve their targets.
  • Contribute to service provision in line with minimum standards and through close collaboration with service providers, camp /sites residents, and the camp administration/local authority
  • Ensure a good and safe working environment at all times.

2-       Ensure service delivery is in line with minimum standards

  • Supervise service monitoring exercises and addressing of gaps through the MCCCM units, referrals, advocacy, and follow-up with service providers.
  • Support the performing of site assessments, service and stakeholder mappings and contribute to maintaining updated contact lists.
  • Supervise the sites identification process through site visits and monitoring.
  • Supervise site risk assessments and safety audits to ensure the safety of the site population, ensuring staff are fully aware and equipped to conduct their work safely.
  • Supervise the monitoring multi-sector needs and service provision and the overall condition of a site including shelter, WASH, environment, and cross-cutting services such as protection, health, psychosocial support, and education, among others, in all sectors of the site according to agree upon guidelines, standards and indicators.
  • Overseeing data collection for information management activities and information sharing with partners and stakeholders to improve coordination and Supporting improvement of information management systems in collaboration with the PM including identification of information gaps, design/review of tools, databases and reports, data collection methodologies
  • Ensure that site communities are informed, engaged, and participate in daily site activities by supporting site residents to be involved in their own self-management, establishing and/or supporting site committees through the organization of different activities including capacity building trainings and regular meetings. Special emphasis is to be put on ensuring that special groups and vulnerable individuals, such as elderly, youth, and women, have opportunities to have their voices heard and be engaged in daily site activities.
  • Supervise the delivery of information, outreach campaigns and awareness-raising on key humanitarian subjects relevant to site communities and ensure the coordination between the MTM, Social Workers and Legal Specialist. Support the PM in reviewing the awareness raising material.
  • Support the MCCCM Officers in identifying community focal points and/or establish representation committees for community ownership towards self-governance purposes.
  • Support and monitor an effective coordination system between site governance bodies and local municipalities through the organisation of regular coordination forums
  • Strengthen coordination mechanisms on site with various stakeholders.
  • Hold coordination meetings for the site and team meetings as required.

3-       External relations

  • Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation.
  • Cultivate good relations with key humanitarian actors – local and international through regular attendance and facilitation of meetings.
  • Maintain excellent relationships with local authorities, IDP community members, and the host community to ensure smooth communication, activity implementation, and community outreach.
  • Ensure that at all times contact with beneficiaries is conducted sensitively and respectfully.
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure complementarity of activities and gap filling.
  • Support with troubleshooting and conflict resolution with third parties.

4-       Quality control

  • Assess the CCCM activities undertaken and ensure efficient use of resources and quality implementation.
  • Provide technical guidance and supervision to MCCCM units, regularly monitor implementation and flag urgent issues as they arise.
  • Document lessons learned and best practices and contribute to strengthening institutional memory.

5-       Reporting

  • Provide regular and timely updates on progress and challenges in coordination with the PM.
  • Contribute to external reporting as required.

Administration and operation Management of MCCCM Activities Implementation

1-       Finance

  • Support the Project Manager with budget follow-up and forecasts, in particular regarding the MCCCM units.
  • lead the review and submission of FLATs documents for MCCCM units.

2-       Logistics

  • Support the Project Manager with procurement planning and follow-up, leading all procurement follow-up for MCCCM units, including the preparation of procurement plans, OFs, TCs, etc. up until the signature of the completion certificate.
  • Ensure proper management and use of the project assets and stocks.
  • Lead MCCCM team movements based on available fleet and applicable policies.

3-       Compliance and filing

  • Keep a record of all CCCM documents on the server and as hard copies as needed.

4-       Security and contingency planning

  • Ensure that each team member is aware of security issues, policies, and SOPs and they follow them accordingly.
  • Contribute to drafting and updating camp contingency plans.
  • Lead the drafting and submission of SIRs.
  • Informing security about the MCCCM movement in advance and taking the security approval

5-       HR

  • Ensure timely recruitment of staff and daily labour in anticipation of needs and avoidance of gaps.
  • Follow up on staff management, including the development of ToRs, leave planning, performance appraisals, and the identification of recruitment needs.
  • Strengthening of team capacity through training and/or the identification/flagging of training needs, the development of improvement plans, and highlighting of performance gaps to the CM.
  • Ensure that staff understands and can perform their roles and responsibilities.
