Job Requirements:

Essential:

  • Bachelor degree from a recognized university degree with 5 years of overall experience in INGOs, of which at least 2 years at management level experience within a complex humanitarian setting.
  • Experience of working in remote field bases with limited infrastructure and amenities
  • Proven skills in handling and advising on complex people management issues
  • Strong communication (written and spoken), and interpersonal skills in Arabic and English
  • Experience in working with and managing multicultural teams.
  • At least one year past experience of managing a large team
  • Previous experience of program management, including multi sector programmes
  • Budget management experience
  • Security management experience in insecure environments
  • Field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Strong influencing skills and experience in advocacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable:

  • Experience or knowledge of working and living in the specific field office.
  • Knowledge of Save the Children systems and procedures
  • Experience in staff capacity building
  • Good understanding of team, gender, equality dynamics
  • Arabic Language skills

Job Description:

As a member of Core Management Team (CMT) the Area Manager will be the overall leader in the field for program operations management and implementation in camps and communities directly and through partners. She/He will lead on all aspects of managing a large field office including budget development and management, agency coordination and representation at field level. Oversee efficient, effective oversight of program delivery as well as support service such as security, logistics, human resources/administration, finance, including management of multiple teams. The post holder will play a key role in building capacity at field level, and in the effective scale up and management of emergency programmes to increase impact and enable positive change for children and their families.

Detail responsibilities, among other include the following:

  • Lead in the management, design and implementation of programme and operational activities in field and project offices, effectively using the assistance of technical specialists and Area Office support functions.
  • Have overall responsibility of the multiple grants (currently six and growing) in the field office, ensuring that programs, support services and reports are delivered according to organizational and donor contractual requirements, within the agreed timescale and budget.
  • Ensure effective award management is in place at field level to ensure that donor and organizational requirements are met
  • Lead / support on partner identification and assessments through the support sectors under guidance of Partnership Manager to identify partners for implementation in the field and project offices.
  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames & Budget vs Actuals, individual performance management work plans).
  • Support on recruitment, induction of new joiners and ensure that before staff start work they have gone through all the mandatory trainings and inductions
  • Develop and implement effective safety and security procedures for the office, with support from the Security and safety Manager ensuring that specific field office documents are updated and revised every quarter and that programmes are designed and built around security considerations.
  • Oversee/manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field office as per the SoD.
  • Develop and implement participatory assessment to contribute to programme planning and MEAL processes
  • Directly manage 7-8 staff and up to 100 plus staff indirectly to perform highly in their respective roles and responsibilities. This will include leading on staffing structure, recruitment, performance management and implementing staff welfare policy
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Ensure and manage complex relationships with local authorities including HAOs, Camp Administration and ministries.
  • Provide Field office level inputs to develop appropriate tools and systems for multi-area grants/projects.

Representation & Advocacy & Organisational Learning:

  • Ensure that organization’s work is coordinated with efforts of other agencies and local authorities, and take a leadership role within the field office Coordination forums, ensuring the specific needs of children are being addressed.
  • Support multi-agency coordination at field office, and lend support to cluster where appropriate to identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

General:

  • Comply with organizational policies and practice with respect to child guarding, code of conduct, Anti harassment, fraud, health and safety, equal opportunities and other relevant policies and procedures and demonstrated role model for the team.
  • Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect the organization’s principles of equity and fairness.
