Job Description:

Under the leadership of the Deputy Program Manager (DPM) and following the technical advice of the Livelihoods Base Technical Advisor, the Livelihoods Supervisor will coordinate the team of Livelihoods Officers, in order to set up all livelihoods activities in the field, ensuring that Solidarités International technical recommendations, procedures and standards are followed.

Livelihoods activities can include the following (depending on SI ongoing projects): Business restoration grants, business start-up grants, referrals to vocational training programs, business skills trainings, etc.

TASKS AND RESPONSIBILITIES:

Setting up the activities /control and supervision

  • Plan the weekly Livelihoods activities for the team and have them approved by the Deputy Program Manager:
  • Organize and carry out, with the team (Livelihoods officers), tasks assigned by the Deputy Program Manager: community mobilization and participation, needs assessment, choice of modality of intervention, beneficiaries/suppliers selection, presentation of the activities, sensitization – mobilization, orientation of beneficiaries/suppliers, organization and implementation of livelihoods activities and training, technical support to the beneficiaries/suppliers.
  • Take into account Do No Harm and Protection matters in the design, implementation, and monitoring of all activities, identify possible related-risks and enforce mitigation measures under the supervision of the Deputy Program Manager,
  • Supervise and monitor each stage of activity. Ensure that standards and instructions given by the Deputy Program Manager, as well as Solidarités International’s procedures and standards, are followed.
  • Ensure that methodologies and project objectives are well understood by the Livelihoods Officers (and Daily Workers if any) and well implemented in the field, and propose adequate adjustments when deemed needed.
  • Liaise with the MEAL team to follow-up on collection and monitoring of the results indicators: baseline – endline, market assessments, and post- distribution monitoring.
  • Respect schedules and deadlines agreed upon with the Deputy Program Manager.
  • Upon request, contribute to the design of tools for assessment, beneficiaries’ selection, sensitization and communication with beneficiaries, monitoring, etc.
  • Supervise the collection and archiving of activities implementation photos and beneficiaries’ testimonies/case studies following Solidarités International’s rules and procedures.
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
  • Liaise with the population to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International and report to the Deputy Program Manager.
  • Liaise with the INGOs and LNOs partners, when applicable, and ensure good communication and working relation with their staff.
  • Monitor and collect information about the humanitarian situation in the working area through sectoral or multi-sectoral needs assessments.
  • Take an active and organizational part in activities improvement and lesson learned workshops and exercises.

Logistics and Administration

  • Participate in the recruitment of the team and in the induction/training/capacity building of the staff.
  • Ensure appraisals on regular basis with clear feedback and relevant action plans.
  • Contribute to the LLH officer’s empowerment and tasks delegation to take responsibility for their job and meet the objectives set during appraisals.
  • When recruiting daily workers, follow procedures and directives outlined by the Deputy Program Manager and the administrative department.
  • Ensure Staff leave is approved where possible and all Livelihoods officers’ leaves are correctly recorded and accounted for in the payroll system.
  • Train the team members on relevant topics for the activities, and on how to use and maintain the available implementation tools correctly.
  • Take part in planning human resources needs (daily workers, workers, officers…).
  • Plan tool and material needs (request from stock) and anticipate requests.
  • Anticipate administrative issues and requests in advance.
  • Anticipate logistics issues (transport, communication means, rental of venues…).
  • Track usage with monitoring tools provided.
  • Enforce safety procedures.
  • Plan movement plan and car requests for the LLH officers and ensure that safety and security procedures are followed by members of the team.
  • Monitor the quality and quantity of support delivered or provided in all activity implementation locations.
  • Ensure the receipt and storage of material and equipment necessary for the work to be carried out on site.

Reporting/communication:

  • Take part in weekly program meetings and working groups on request
  • Keep the monitoring tools and other files and documents archived in the Solidarités office, accessible to the Deputy Program Manager, following Solidarités International’s processes.
  • Compile programs follow-up tools and LLH Officers’ reports under the supervision to provide a clear vision of the LLH activities’ progress.
  • Draw up and submit a weekly task report (which should include progress made by the team) to the Deputy Program Manager.
  • Take part in the drafting of the monthly program pack and any other report upon request from the Deputy Program Manager.
  • Establish and maintain good relations with local participants and communities (populations) in the operational fields.
  • Listen to the populations and local participants in the field and report to the Deputy and Program Manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International’s teams.
  • Ensure that the livelihoods activities photos and testimonies, are properly collected and documented in Solidarités International office, and accessible for the Deputy Program Manager.
