Job Requirements:

ESSENTIAL REQUIREMENTS

o Medical Doctor with experience of 1 year/ BSC Nurse with relevant experience of 4 years.

o The domain of English language (speaking and writing)

Candidates not able to accredit these minimum requirements will not be shortlisted

MERIT ACCREDITATION

Other aspects that will merit are:

o Accredited experience as trainer or teacher of primary care services

o Accredited experience in setting primary care services in Syria

o Relevant experience in Non-communicable disease diagnosis and treatment (Hypertension, Diabetes, ..)

(specialization and/or master’s in primary health care management is an asset)

o Experience in planning and implementation of health programs

o Experience in coordination of humanitarian aid projects

o Proven experience as a field trainer in the primary care area

o Good understanding of the project life cycle management

o Excellent capacity to work in a team.

o Proven capacities to plan activities successfully targeting results and objectives.

o Ability to supervise and/or mentor the medical staff.

o Previous work experience in the humanitarian field.

o Fluent in Arabic.

o Working experience with local counterparts (CSOs, local NGOs, local institutions).

o Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.

o Ability to work under pressure in stressful environments

Job Description:

DEFINITION OF THE POST

The Medical Advisor for Non-Communicable Disease Program (MA- NCD) will be in charge of developing the Non-Communicable Disease  Program, under the supervision of the Medical Coordinator. He/she will be in charge of the design, organization, training modules, and monitoring activities of the program. The MA’s role is also to advise the Programme Department in the decision-making process and deliver project-related documents according to donor requirements, under the supervision of the Programme Manager.

ROLE AND RESPONSIBILITIES.

The Medical Advisor will collaborate with the medical coordinator and or other medical advisors in

o Develop a strategy to improve the clinical management and quality of care for patients with Non-communicable disease.

o Develop and implement clinical management protocol for major non-communicable diseases in-line with the Essential health care package in Northeast Syria

o Regular follow-up and monitoring of the implementation of the NCD program in the supported facilities.

o Closely monitor the service for NCD patients including the patient-follow up in close coordination with Assistant Medical Advisors.

o Develop monitoring tools for Non-communicable disease programs including patient follow-up cards

o Coordinate with other UPP health programs including the Community Health program, communicable disease program, child health program, reproductive health program, and Emergency to ensure comprehensive primary health care service in the supported facilities.

o Train Health workers on NCD protocols and provide regular technical support

o Implement community surveillance for common NCDs in coordination with Community health programs for early detection and referral of common NCDs.

o Prepare key messages and brochures in coordination with the Community health program for health promotion and disease prevention regarding common NCDs in NES.

o Develop and implement the monitoring and evaluation tool for the Non-communicable disease program in coordination with the MEAL team

o Ensure the basic medicines for priority Non-communicable diseases are available in the supported facilities in coordination with the Pharma department.

o Improving the quality of medical and nursing care, collaborating in the training and monitoring of doctors and nurses training, according to the plan indicated by the medical coordinator

o Advising and organizing the general clinical services (medical services, community medicine services, mental health, psychosocial support, public health, lab organization, etc.) in the assigned facilities.

o Support the territorial “Cell-Based Approach” primary health care evolution, with territorial coordination of primary care centers, health posts, and mobile medical and delivery units

o Monitoring the overall activity of centers and units, meeting the challenges, and signaling the gaps and solutions to correct them

o Coordinate with UPP’s other departments in order to strengthen multi-sectorial collaboration.

o Advising and collaborating with the Project Managers in any demand related to health care issues

o Elaborating M&E data for reporting purposes – Supporting the project managers in the reporting activities
