Job Requirements:

Qualifications & Preferred Skills:

– Advanced university degree in pharmacy or biomedical engineering or equivalent working experience in Pharma Supply Chain with Health background or in medical logistics.

-At least 3 -year professional work experience as medical/pharma supply chain officer

-Experience in medical procurement and in pharmaceutical supply chain management (procurement, warehousing, stock control, transport, distribution)

-Experience working in the NGO sector in emergency response/humanitarian environments

-Experience in conducting pharmacy, supply chain or health assessments, particularly in emergencies

-Experience in capacity-building and supervision of logistic staff

-Experience working with a variety of agencies and coordination groups in a humanitarian setting

-Ability to prioritize work, meet deadlines and work calmly under pressure in stressful environments, while maintaining flexibility and professional approach

-Problem-solving ability. Quick learner with practical, precise approach.

-Plenty of initiative and can work unsupExcellent skills in using spreadsheets and databases

-English, Arabic and Kurdish proficiency required.

-Availability to travel in the field locations up to 50% of time

Desirable requirements:

– Experience in main donors funded project (EU, UN, USAID, AICS etc.).

– Experience relating to CoH, Essential Medicines, Quality Assurance, or clinical pharmacy is desirable

General Context:

Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Providing humanitarian aid and capacity building of local actors in Health and Protection as well as Environmental health, including waste management. In partnership with local partners, UPP has been able to develop a comprehensive system of health services delivered in 19 facilities, including mobile units, hospitals, primary health care centres, and an ambulance network.

Job description:

The Pharma Supply Chain Officer is supporting the Logistic Department in ensuring pharmaceuticals are being purchased, transported, stored and distributed by UPP.

The duty station is Amuda, with 50% of time travelling to a number of project locations across all North East Syria.

The Pharma Supply Chain Officer normally reports to the relevant Manager within the medical department and programme departments.

General Responsibilities:

The Pharma Supply Chain Officer is mostly responsible to perform the assigned tasks, ranging among the ones listed below; specific duties might be assigned according to the experience in some identified sub-categories such as Procurements, Reporting, etc. However, flexibility and availability to perform logistic tasks across such sub-categories, if and when needed, are a mandatory requirement.

The Pharma Supply Chain Officer is required to duly and timely perform all the tasks assigned by the relevant Manager within scope of Logistics Department, as well as to support in reviewing all processes and systems and designing and implementing new plans and procedures as needed.

The Pharma Supply Chain Officer is also required to organize and archive all the relevant documentation as per UPP’s internal procedures and ensure accountability, transparency and due diligence as per UPP’s Code of Conduct, with special regard to pharma supply chain processes.

Tasks and duties

Pharmacy and warehousing:

  1. Ensure medicines, including cold chain items, are properly stored.
  2. Ensure that pharma stock is consolidated and in line with WH inventory and maintain an up-to-date pharma forecasting on monthly basis.
  3. Ensure physical inventories are conducted on a monthly basis and at every delivery.
  4. Leads of monthly pharma consumption monitoring ensuring communication and coordination with medical and logistics team
  5. Follow on Pharma Indicators and provide information to MEAL Department for reporting.
  6. Responsible for developing, maintaining and improving an electronic inventory control system of stocking and tracking pharmaceuticals.
  7. Conduct physical check during visit to HFs, observe the consumption and Stock on hand including contingency stock at all HFs and propose possible actions.
  8. Supervise that the Warehouse and pharmacies are properly set-up, warehouse and pharma store management procedures and security conditions are respected.
  9. Follow up the requests of UPP pharmacies closely with warehouse and medical team and the reception of supplies with the log shipment responsible and Warehouse Management.
  10. Provide technical support to counterparts, to assist them in meeting the medical supply chain requirements of their partnership agreements with UPP such as best practices in medical stock management and distribution
  11. Ensure donations and loss reports are drafted and sent to the Logistics Manager.
  12. Actively collaborate with warehouse manager and implementing partners, ensuring trustable and effective working relationships.
  13. Support continuous quality improvement of the pharma supply chain in UPP NES interventions
  14. Coordinate and attend monthly Pharma Committee meetings

Capacity building:

1.Provide TA to pharmacists through regular supportive supervision field visits to health facilities.

2.Responsible for periodic training and capacity building on site for pharmacist, medical, nursing and other staff across supported HFs.

3.Constant monitoring of pharmacist’s performance and maintain performance tool updated. Develop refresher training/capacity building plan according to priorities.

4.Supervise and assist pharmacists in the daily data entry and requisitions process even in remote

Procurements:

5.Contribute sourcing of pharmaceutical products at both international and local level to ensure all procurement meets the standards of UPP QA system.

6.Contribute to (drafting and reviewing) donor proposals and budgets that include pharmaceutical/medical supply components, in close collaboration with the senior medical supply chain officer, medical team and KRC pharmacists.

7.Provide support in reviewing and drafting pharma procurement requests to ensure compatibility and rational with the programme activities. Ensure all pharma procurement proposal is reviewed technically by medical and warehouse team and the request is submitted to procurement department.

8.Support procurement department in defining specifications for the provision of pharmaceutical products and contribute in pharma tender evaluation.

9.Contribute to (drafting and reviewing) donor proposals and budgets that include pharmaceutical/medical supply components, in close collaboration with the Logistics Manager, senior medical supply chain officer, medical team and local partners

10.Support pre-qualification exercises with support of senior procurement officer.

11.Attend regular logistics and programmatic UPP meetings.

12.Ensure that archive of documents and tools related to pharmaceuticals are properly filed for future reference.
