Job Requirements:

The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job. 

  • Bachelor’s degree in social sciences, Education, Psychology, Human Development, Social Work, or related subject at least, master’s degree will be an advantage.
  • At least three years’ experience in partnership, advocacy , childhood development, education, or child protection
  • Prior experience and excellent understanding of working in emergency settings or insecure environments
  • Solid demonstrated experience in planning, budgeting, reporting, monitoring and evaluation.
  • Strong written and oral communication skills.
  • Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training, and transfer of technical knowledge and management skills to others.
  • Demonstrated track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and ability to handle pressure.
  • Excellent interactive facilitation skills that focus on using technology-based learning approach.
  • Good communication skills including ability to gain trust and build relationships.
  • Previous experience in capacity strengthening and mentoring of partners/staff
  • Personal qualities: Team player, flexible, network-builder, able to handle pressure well
  • Excellent Computer skills: MS Word, Excel.
  • Fluency in Arabic and excellent English (written and speaking), Kurdish is desirable.

Working Environment:  The position holder will be roving to provide the necessary support to all ECD Program partners in NES, based in Hasakah and Derek.

Job Description:

 

Partnership and Scaling programs Quality and Implementation:

  • Conduct background research on previous and ongoing efforts related to ECD service delivery in country, including desk review of project documentation, national strategies, conducting key stakeholder interviews, and attending related meetings and events.
  • Work with the ECD coordinator, ECD Senior manager, ECD partnership and scaling manager, ECD team, and Regional Partnership & Scaling Advisor to develop scaling vision, plans and budgets.
  • Implement all tools that aim to track, assess, and document scaling by coordinating with IRC team and partners for realizing a learning and adaptation strategy.
  • Conduct visits to the partners and scaling partners’ centers across NES to support partners in dealing with challenges and inform learnings.
  • Support in the coordination of project activities with other involved governmental and non-governmental organizations as assigned by P&S manager.
  • Identify and share technical challenges partner staff face in the delivery of ECD services and propose tools and mechanisms to overcome them in a timely manner in consultation with the ECD Coordinator.
  • In collaboration with the IRC Syria Partnership team, coordinate partner trainings and workshops, regular communication, problem solving, and reporting.
  • Review and support partners and relevant ministries in the development and implementation of co-developed workplans in coordination with the Partnership and Scaling manager and other relevant staff.
  • Work closely with the ECD Senior Manager and ECD Partnership and scaling manager in designing and developing new and potential integration opportunities for sustaining the relationship with existing partners.

Coordination, documentation, and learning

  • Support the ECD senior manager and Partnership and scaling manager with strategic decision making, planning, and partner engagement regarding Ahlan Simsim Partners.
  • Contribute to the development of regular reports, both qualitative and quantitative, in relation to ECD capacity building and ECD sub-grants. Work with Partnership team to ensure timely and quality reporting from partners
  • Develop and update a database of ECD actors in close cooperation with the ECD Coordinator, ECD senior Manager and Partnership team.
  • Coordinate with MEAL Unit for monitoring and evaluation of partner activities to ensure data informed learning.
  • Regularly use feedback to support partners to improve programming and to improve on communication and coordination with partners.
  • Participate in partnership management activities as it relates to the ECD technical part such as due diligence, opening meeting, review and reflection visits etc.
  • Based on need, support the ECD Coordinator, ECD senior manager and Partnership and scaling manager with meetings with key stakeholders at government level.

Advocacy, policy change and Relationship management:

  • Support in the development and implementation of advocacy plans
  • Contribute to the development of advocacy tools
  • Collect data for the advocacy indicators
  • Participate and co-facilitate context analysis tools and workshops
  • Actively develop and maintain effective working relationships with key stakeholders, in particular partners, Institutions of local authorities interested in ECD, and other relevant actors in coordination with the ECD Coordinator.
  • Consider partners from a perspective of equality where they have much to offer to IRC in terms of learnings and access.

Representation

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable partners/staff to successfully perform in their positions.
  • Participate in Scaling community of practice within the IRC and with the wider scaling community.
  • Support regular information sharing regarding challenges and needs at the field level.
  • Represent IRC in internal and external forums as needed, including clusters, and coordinate activities with them.

Others

  • Adhere to and act in accordance with the IRC Global HR Policies and Procedures.
  • Other duties as assigned by direct manager to enable and develop IRC programs.
