Job Requirements:

ESSENTIAL REQUIREMENTS                        oSyrian nationality

oMedical profession accreditation fully completed (doctor or nurse)

oOne-year medical practice

oAt least one year working in Tabqa Area in health services. Working in Primary care is a merit

oKnowledge and proven community participation in the area

oFluently in English and Arabic

oKurdish is a merit

oDisponible and committed for the project contract time

oDisponible to reside and full time work in Tabqa Area

Candidates not able to accredit these minimum requirements will not be shortlisted

Other aspects that will merit are:

  • Management of coordination experience of health care facilities, programs and projects
  • Training experience to health professionals
  • Proven leadership capacity
  • Working experience with NGOs in the NES
  • Accredited experience as trainer in health services
  • Experience in planning and implementation of health programs.
  • Experience in coordination of humanitarian aid projects.
  • Good understanding of the project life cycle management.
  • Excellent capacity to work in team.
  • Proven capacities to plan activities successfully targeting results and objectives.
  • Ability to supervise and/or mentor Community health workers.
  • Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
  • Ability to work under pressure in stressful environments

Job Description:

DEFINITION OF THE POST

The Health Focal Point in Tabqa Area will help the Health Governance Expert (HGE) and the Medical Officer Assistant (MOA) to develop actions to increase health system governance in NES and to increase the capacity of local health professionals in managing the health care services, assisting to the HGE in any matters to achieve these general goals

ROLE AND RESPONSIBILITIES

he Health Focal Point will collaborate with the HGE and the MOA in:

  • Mapping of current health care services, and identification of crucial gaps and priorities in health care services in Tabqa Area, to improve knowledge and understanding of key health services needed
  • Develop coordination of the health stakeholders in the area, in order to integrate the activity and governance capacity following an Area Based Approach
  • Revision of the distribution of health care services at territorial level, strategic re-planning based on the assessment of health services’ gaps in each territory, and advocacy for their support, to increase final beneficiaries’ accessibility to the services and reinforce cost-efficiency;
  • Reinforcing referral services between health facilities and from health facilities to other multi-sectoral services in the reference territory, that final beneficiaries with special needs may necessitate (e.g. protection, food assistance), and promoting the establishment of new referral pathways.
  • Increase skills and capacities of health professionals in planning and managing primary health care services
  • Coordinating the action of the health focal points in every territory in order to achieve previous goals

The Health Governance Expert and the Medical Officer will mentor the evolution of the Health Focal Point, giving corresponding time and planning for his/her personal capacity building in the above mentioned areas
