Job Requirements:

o Graduated from the university degree (i.e., at least Bachelor level), preferred major in social science, law, education, or psychology

o At least three-years’ experience working in an international/local NGO

o At least 2-years’ experience working in the field of protection (e.g., GBV, CP, GP) with an international/local NGO

o At least one-year managerial experience, including leading/supervising staff, report writing, meeting facilitation

o Does not reside in the camp

o Experience working in an IDP camp setting is a strong asset

Required skills:

o Proficient skills with the Microsoft Office Suite (i.e., particularly in PowerPoint, Word, and Excel)

o Proficient in Arabic and Very good level of English (i.e., spoken and written)

o Excellent communication skills including listening skills

o Highly flexible, with the ability to take initiative

o High commitment to humanitarian principles, to promote gender equality and encourage diversity and inclusion, and ensure dignity of affected population in all activities

o Strong understanding and knowledge on gender, protection, and human rights

Interpersonal skills: patience, critical thinking, details oriented, empathy, tactful

Job Description:

  1. Supervision of protection assistants
  2. Build capacity of protection assistant to undertake daily protection tasks
  3. Identify training needs and coordinate with Protection TC Unit
  4. Regular meetings with protection assistants to review their work and discuss challenges
  5. Prepare weekly plan including daily tasks repartition for the team
  6. Identification and monitoring of protection risks and concerns in the site of intervention
  7. Monitor protection concerns and risks in the camp:

o Conduct regular safety audit – in coordination with protection actors and camp committees

o Hold focus group discussions with site residents especially vulnerable groups to identify and analyse protection needs and gaps that exist within the targeted sites and settlements

o Coordinate regularly with protection partners and camp committees/leaders to identify protection concerns trends in the camp

  1. Participate in the analysis – in coordination with the Camp Manager, Team Leaders/Deputy Camp Manager and Amman Protection Technical unit – of protection risks and proposed mitigation measures that can be implemented to respond to/mitigate the risks identified
  2. Ensure monitoring of protection mainstreaming in the services delivered (e.g., distributions, relocations, departures, new arrivals)
  3. Service mapping and protection referral pathways
  4. Ensure effective protection referral pathways with mapped service providers active in the site of intervention
  5. Ensure that referral pathways are communicated and explained to all intervening partners (i.e., humanitarian actors, CCCM units, camp leaders and committees)
  6. In cooperation with the Complaints and Feedbacks Mechanism Officer, review protection related complaints that can be referred on site (level 1 to 3).
  7. Inform about protection service gaps to CM and Amman Protection TC and inform other partners during coordination meetings.
  8. Identification and support to vulnerable or at-risks site residents
  9. In cooperation with CCCM IM unit, ensure that individuals with special needs and/or at-risk individuals are identified during registration and through door-to-door visits
  10. Support the referrals of at-risks individuals to the relevant protection services, according to referrals principles, ensure proper follow up of all referrals and track and document them
  11. Ensure that vulnerable households and individuals receive information on services available and refer to other organisations if specific needs and/or access barriers identified
  12. Assess accessibility challenges and barriers to access services for vulnerable groups/individuals through spot check, assessment, focus group discussion and analysis of complaints, and build capacity of other CCCM units to identify independently access barriers in their own activities/sectors.
  13. Support to Governance and capacity building
  14. Support the CCCM Governance unit to ensure that the governance structures are inclusive and/or represent the needs of all population groups (i.e., women, youth, older persons, persons with disabilities)
  15. Ensure effective participation of members of the Camp Protection Committee, and facilitate weekly meetings
  16. In coordination with the Protection Technical Coordinator, participate in the development and/or review of training materials on protection mainstreaming and safeguarding
  17. Ensure regular trainings on protection mainstreaming related topics and safeguarding to governance structures (block and sectors leaders, camp committees) and coordinate with other protection partners to facilitate more technical protection training for governance structures.
  18. External and internal coordination
  19. Prepare weekly and monthly protection unit activities plan, with an effective delegation of tasks among protection unit members
  20. Liaise regularly with partners, service providers and camp committees to identify protection concerns and gaps in service provision
  21. Attend relevant camp coordination meetings, and meetings as requested by the Camp Manager / Team Leader
  22. Attend meetings with Amman Protection Unit to ensure quality of protection activities undertaken and support to implement protection activities in the site of intervention
  1. Reporting
  2. Track all activities conducted in the site of intervention (i.e., set of protection trackers) and report weekly to the Camp Manager, Camp Team Leader and Amman Protection TC on protection activities implemented and/or monitored.
  3. Report any protection concerns which required coordinated response with different partners and/or higher level of advocacy
  4. Prepare ad hoc report upon CCCM Team Leader, CM and/or Amman Protection TC request
