Job Requirements:

  • Advanced university degree or equivalent in social studies, women studies, international relations, Human Rights Law, and other related field.
  • Certificates/trainings in GBV or gender norms and livelihood programing.
  • Speaking language: English and Arabic.
  • Master’s degree in Social Sciences, Development studies or other related fields such as gender studies or combination of relevant education and experience relevant to the job.
  • 3-5 years of experience in GBV programming in a development/humanitarian setting
  • 3-5 years of humanitarian experience in GBV program and technical and livelihoods related work, managing gender or livelihoods programs and having technical expertise in humanitarian, transition or fragile field contexts.
  • 2 years’ experience in gender transformative programming through women’s economic empowerment approaches
  • 2 years’ experience of with qualitative and quantitative research and evaluation methods (including conducting FGDs, structured and semi-structured
  • Good understanding of the Syria context, with understanding of women’s empowerment programs is an asset.
  • Able to write clearly for a range of audiences on challenging subjects and areas.
  • Able to communicate in a range of settings with different audiences on challenging subjects and areas.
  • Able to ensure alignment with and adherence to key organisational work such as the global gender minimum standards initiative.
  • Able to demonstrate experience in representation and coordination with internal and external actors (other INGOs, UN, coordination structures)
  • Able to demonstrate experience in do no harm approaches and understanding of PSEA, safeguarding minimum standards and programming including experience with feedback mechanisms
  • Able to demonstrate experience in monitoring, evaluation and learning approaches, preferably in a Consortium setting
  • Able to demonstrate initiative, proactive thinking, and a solutions-orientated approach.
  • Experience in donor and stakeholder coordination

we are working in Syria to support vulnerable women, men, girls and boys affected by the ongoing crisis. We work both through partners and through direct delivery of humanitarian assistance across Syria with a specific focus on building the resilience of communities throughout Syria. Currently we core sectors in Syria are Food Security & Livelihoods (FSL), WASH, emergency response and protection, working with over 120 staff in hubs across the country.

as part of the Syrian Resilience Consortium (SRC), has recently secured funding, together with another INGO, to start a new pilot project aiming to prevent violence against women and girls (VAWG) in Northeast Syria, with a focus on the women participating in income generating activities within a wider FSL program. The Program Coordinator will both lead the management of VAWG project and provide strategic direction for the implementation of the project.

The Program Coordinator will support the development and implementation of the VAWG project to ensure the project intervention is timely, effective and aligned with the wider FSL. S/he will manage the implementation of the project between both agencies, act as coordinator and provide training, mentoring and coaching for staff and partner agencies. S/he will be responsible for budget and project management for the VAWG project, implemented both directly and through local partners as well as internal and external reporting. The Program Coordinator has overall responsibility to coordinate between us and another INGO to develop approaches and ensure modalities are tailored depending on the most effective and sustainable approach for programming in NES.

The Program Coordinator will cooperate with both program implementation teams including close coordination with the INGO team as well as key program support functions, including security, finance, HR, administration, logistics, and procurement in order to ensure the smooth implementation of activities and will also be responsible for donor coordination, program development and reporting. The program coordinator will be located in Northeast Syria

KEY RESPONSIBILITIES

Pilot project development and implementation

  • Oversee the implementation of formative research in close coordination with NES PDQ and FSL teams ensuring that:
  • The pilot is developed using this research and both solid contextual analysis and various contextual scenarios; and that Linkages are created between humanitarian programming and gender transformative programming.
  • Prepare data collection activities in consultation with us and another INGO NES PDQ teams including designing methodologies, tools and working with required personnel (internal or external) to conduct data collection, analysis and reporting under the supervision of gender cohort technical advisor.
  • Facilitate on going data analysis and reporting, in coordination with us and INGO NES Gender and Livelihoods technical advisor. Studies will be done by a consultant or internal staff, but the consultant will manage that consultancy and the products that are developed through it
  • Develop operational plans and support the VAWG team in the regular implementation process.
  • Monitor expenditure against approved budgets and ensure financial control of programming throughout implementation.
  • Ensure the pilot project is managed in line with, INGO NES and SRC’s donor policies and procedures.
  • Responsible for development and management of internal and donor reporting across the two agencies.
  • Develop and support an excellent working relationship between us and other INGO based on effective and timely communication.
  • Liaise with local partners, NGOs, and other relevant entities for coordination and implementation, including with relevant clusters in NES.
  • Engage in various working groups and coordination fora in NES, representing and VAWG strategic priorities
  • Provide briefings, reports, and presentations to the SMT, NES stakeholders, and donors on the progress of implementation, as required
  • Establish a strong working relationship and coordinate VAWG program implementation with other SRC partners and program staff specially the FSL team.
  • Acting as key focal point to the donor on ad hoc requests and updates.
  • Design, coordinate and provide technical guidance to conduct field level assessments to determine priorities and potential new activities
  • Support the Program Quality team to develop tools to assess partner performance and organize reflection sessions on the findings that will inform develop at level.
  • Liaison closely with the Program Quality and MEAL teams for both us and other INGO to ensure appropriate monitoring and evaluation is carried out for all program activities
  • Liaison with other INGO focal point to ensure the progress and outcome at the activities level.
  • Coordinate closely with the SRC program quality unit to maintain a high level of program performance and adapt according to the donor requirements and technical guidelines.
  • With TA support from HQ, carry out periodic learning reviews with the relevant program and program support staff from us and other INGO, liaising closely with the Program Quality team, and ensuring best practices and lessons learned are documented and shared with relevant stakeholders when appropriate
  • Provide ongoing coaching and mentoring to program and partner staff (Org and other INGO), engaging in both formal and informal capacity building for the team, transferring key skills including technical skills related to Women’s economic empowerment programming as requested by us and other INGO for the VAWG program area of technicality.
  • Conduct Training of Trainers (ToT) sessions to Project Champions (other INGO), Temporary Workers and staff () and partner staff.
