Job Title: Assistant Medical Advisor Primary Care

Job Requirements:
Experience: Medical degree (doctor or nurse).
Accredited experience as practical doctor or nurse in the primary care services (at least one year time)
Disponible to accept a project period contract (six months), including a period of mentoring and probation
Domain of English language (speaking and writing)
Candidates not able to accredit these minimum requirements will not be shortlisted
Other aspects that will merit are:
Accredited experience as trainer or teacher of primary care services in community based primary care models.
Accredited experience in setting primary care services in low income countries and or conflictive and far- to-reach areas
Experience in community medicine and public health activities (specialization and/or master in primary health care management is an asset)
Experience in planning and implementation of health programs
Experience in coordination of humanitarian aid projects
Proven experience as field trainer in primary care area
Good understanding of the project life cycle management
Excellent capacity to work in team.
Proven capacities to plan activities successfully targeting results and objectives.
Ability to supervise and/or mentor the medical staff.
Previous work experience in humanitarian field.
Fluent in Arabic.
Working experience with local counterparts (CSOs, local NGOs, local institutions).
Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
Ability to work under pressure in stressful environments
Job Description:
Qualifications & Preferred Skills:
The assistant medical advisor will collaborate with the medical coordinator and or other medical advisors in :
Advising the functional design and operation of the services in the clinical medical and nursing services, both in emergency and program development,
Improving the quality of medical and nursing care, collaborating in the training and monitoring of doctors and nurses training, according to the plan indicated by the medical coordinator
Advising and organizing the general clinical services (medical services, community medicine services, mental health, psychosocial support, public health, lab organization etc.)
Advising the organization of the patient-based programs of emergency services, communicable diseases program, Maternal Program, Healthy child program, Nutrition services and Chronic diseases program
Designing, and organizing the primary care protocols to be used in the different programs,
Particularly planning and organizing a community-based Nutrition program, mainly directed to children under five
Developing Infection prevention and control programs (IPC), according to the needs of the population
Designing and organizing the registration and health care communication programs, both as IPC – EWARS system, and general clinical records and morbidity communication
Planning and organizing the activities of community medicine, involving, doctors, nurses and Community Health workers (CHWs)
Developing the territorial “Cell Based Approach” primary health care evolution, with a territorial coordination of primary care centers, health posts and mobile medical and delivery units
Advising and organizing the accountability activities of centers and units in front of then patients and communities
Coordinating clinical activity with community activities and organization, namely women organizations and GBV program
In addition, the assistant medical advisor will help the medical coordinator and medical advisors in the organization of programs of training and monitoring, such as:
Training the general staff in:
Functional design,
Organization of services, roles and responsibilities
Overall staff management, particularly advising in the clinical aspect of the services setting
Levels of participation in the different programs and activities
Training of the clinical staff (doctors, nurses, paramedics, midwifes) in:
General primary care consultation – Basic principles and hygiene procedures
Clinical protocols for the programs already defined,
Emergency primary care (Basic Life Support and Advance Life support – BLS and ALS)
Nutrition Services – Community Based Management of Acute Malnutrition (CBMAM)
Intensive training program, previous to accreditation, of Community Health Workers (CHWs) in:
General Health Concepts
Emergency and Referrals
Epidemic diseases and WASH principles
Primary care programs, including GBV and Nutrition
Health Education
Environmental sanitation
Record keeping
Community participation practices
Monitoring the overall activity of centers and units, meeting the challenges and signaling the gaps and solutions to correct them
Advising and collaborating with the Project Managers in any demand related to health care issues
Elaborating M&E data for reporting purpose – Supporting the project managers in the reporting activities
