  • Graduate preferably Master in Business Administration or in Public Administration or relevant discipline
  • Minimum of 2 years’ experience in Human Resources, Administration or Management
  • Excellent negotiation, representation skills
  • Ability to work comfortably with an ethnically diverse staff
  • Work independently and cooperatively with team member is required
  • Fluency in both written and spoken English and Arabic
  • Advanced computer skills

Job Description:

Responsibilities/Duties: Recruitment & Selection:

Assist hiring managers in preparing and processing Personnel Request Forms (PRF) / Personnel Action Forms (PAF)

Assist hiring managers in finalizing the Position Description (PD) while ensuring the PDs are up to organization’s standards • Prepare drafts of job advertisements for circulation

Conduct long listing processes and provide guidance and support to Hiring Managers in the shortlisting process. • Arrange for inviting shortlisted candidates to tests and interviews

Prepare interview documents with the support of the Hiring Manager

Compilation of the interview results

Reference and RPS check of the selected candidate

Placement of electronic job offer Employment Contract/ onboarding:

Assisting the selected employee in filling the employment documents

Preparation and approval of selected employee employment contract, PAF and other HR related documentation

Leading the orientation process for new employees with the support of the Sr. HR Officer/Senior HR Manager as per organization’s Syria systems, policies and procedures.

Responsible to ensure that the new employee staff card is issued Training & Development:

With the support of Sr. HR Officer/Senior HR Manager, assisting employees in identifying training needs or already approved training.

With the support of Sr. HR Officer/HR Manager, assisting employees in the training registration process.

With the support of supervisor, processing the approved training payments to the training institutes

Responsible to ensure up gradation and maintenance of organization’s HR training data

Assist in conducting or arranging trainings and/or other human resource development activities

Identify training and development needs of the staff on quarterly basis and submitting a report

 

Organize staff training sessions, workshops and activities. Compensation & Benefits:

In coordination with Sr. HR Officer/Senior HR Manager and finance department, preparing a draft payroll on monthly basis • Ensuring collection of employee’s time sheets on monthly basis

In coordination with Sr. HR Officer/HR Manager, assisting HR focal points in the field for routine HR related matters. • Oversee the monthly procedure of timesheets for all staff including collection, review and compilation into payroll; train new staff on timesheet procedure • Process monthly payroll in conjunction with finance and ensure payroll is delivered in a timely manner to all field offices • Responsible for timely disbursement of payroll • Assistant Sr. HR Officer/Senior HR Manager in compensation and benefit surveys as and when required • Follow up with program team on timesheets of casual labors • Prepare payments of the casual labors and coordinate with program teams and finance team to complete payments Annual Appraisals process: • Intimating the supervisors about their annual appraisals / probationary reviews to be conducted with a deadline • Assisting Sr. HR Officer/Senior HR Manager and supervisors about the necessary approval from CD • Ensure effective performance management according to the Performance Management system. • Ensure facilitation and documentation of the performance appraisal system. • Provide basic counseling to staff that have performance related obstacles. Office record: • Maintain of all office records and employees job & personnel files • Responsible for leaves record maintenance • Responsible to maintain record and per organization’s standard guidelines Staff Data Base & HCM: • Ensure that the record in the database that includes contract expiry dates, insurance record and personal information and all documents related to HR is updated as per defined protocols on monthly basis • Ensure that the leave record is updated and shared with the supervisor as per the defined deadline • Ensure that the data entry in HCM is done accurately, correctly and on timely manner • Assist Sr. HR Officer/Senor HR Manager in drafting reports • Ensure that the ex. employee’s database is current and updated on monthly basis • Ensure that the staff personal files are updated and current. Coordinate with all staff regarding their missing documents from personnel file. Others:

 

Conduct himself/herself both professionally and personally in such a manner as to bring credit to organization’s and to not jeopardize its humanitarian mission • Advise staff on disciplinary procedures • Participate in disciplinary, hiring and termination meetings with program/operations staff upon request • Oversee the clearance of departing/terminated employees, as per organization’s Syria policies and procedures • Work with Sr. HR Officer/Sr. HR Manager on designing policies and procedures and to ensure that these are implemented across the country • Arranging the induction of the new hires and to give refresher sessions on HR in all field offices • Delivering training for the HR staff • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates • Supervising the maintenance of personnel files for all staff – including recruitment documents, CVs, valid contracts, PAFs, timesheets, employee data sheets, disciplinary papers and performance evaluations • Adherence to all organization’s policies and procedures as outlined in organization’s policies and procedure manuals • Other duties as assigned by the supervisor Security: • Ensure compliance with security procedures and policies as determined by country leadership. • Proactively ensure that team members operate in a secure environment and are aware of policies
