GENERAL POST DESCRIPTION

The Finance Officer (SFO) is a member of the country support team under the supervision of the Finance Manager for NES (NES FM), shares the responsibility for smoothly running project cycles, including forecasting, proper cost allocation, audits, and increasing the capacities of other colleagues in the area of finance and financial systems.

FUNCTIONAL AND HIERARCHICAL REPORTING LINES

SFO works under direct supervision of NES FM with connection to Head of Finance for the Middle East. Closely collaborates with NES based finance team and occasionally collaborates with Erbil based finance team. Also collaborates on regular basis with other NES support and program departments.

PRINCIPAL RESPONSIBILITIES AND TASKS:

  1. Forecasts & Project Economy Cycle
  • Supporting NES FM in budget proposal preparation (including budget narrative preparation, assisting with budgeting of operational costs etc.);
  • Supporting NES FM in review of the state of projects;
  • Supporting NES FM in operational costs planning, e.g. forecasting of salaries, communication, other operational costs, according to the shared cost policy, and the project and the mission requirements;
  • Making sure costs are properly allocated to projects;
  • Coordinate with NES FM and Erbil hub FM if any shared costs between two hubs;
  • Providing technical support to PMs regarding systems, tools and financial planning;
  1. Financial Reporting & Audit
  • Regular checks of ledger entries of all ongoing or recently finished projects to fit within the flexibility, eligibility and proper allocation;
  • Following up with other departments on missing or pending payments;
  • Supporting NES FM in preparation of reports and coordination with responsible people if any justification needed;
  • Review and preparation of audit required financial documentation;

III.     Other Financial tasks

  • Review of payrolls, checking the finance related data such as formulas, codes;
  • Review of premises and Vehicle rental lists based on the allocation plan;
  • Project and operational cards creation;
  • Monthly exchange rate preparation for Syria, Iraq and Turkey, as per information from HQ;
  • Checks and approvals of certain types of invoices and contracts;
  1. Other
  • Other tasks assigned by employee’s Line Manager corresponding to actual needs of Country Programme, and projects;
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager;
  • Understand and adhere to the mission’s National Staff Handbook, CVT Code of Conduct, CVT Key Policies and relevant guidelines;
