Job Requirements:

The position requires BA/S degree in research methods, social sciences, economics, epidemiology, related education sector or other relevant field. Minimum 4 years of experience in planning, monitoring and evaluation of projects/programs (designing log frames, Indicator plans, evaluations, assessments) as well as 4 years’ experience in working with quantitative and qualitative data (survey designs, sampling, data analysis). Proven experience in remote data collection and data management Proven report/research writing skills are required (an evidence of previous writing samples might be requested). Demonstrated experience in working with DFID grants/projects would be an advantage. Good interpersonal skills. Fluency in Arabic and English, both written and spoken in addition to proficiency in the use of computer especially MS Office

Job Description:

Under the direct supervision of PaQ Manager, the Partnership MEL Coordinator will be responsible for planning the monitoring, evaluation and learning and the implementation for the North East Syria programs, which comprises the monitoring and evaluation of sub-grants to local Implementing partners (IP, s) organizations providing protection assistance, social cohesion programming and humanitarian assistance to conflict-affected communities in North East Syria. The Partnership MEL Coordinator will develop, coordinate, maintain and constantly improve the MEL system for the program, as well as directly working with the team of field staff to collect, verify and analyze information for programmatic decisions and to measure the impact of the program. The person will provide MEL support for implementing IP(s) (IP) sub-grants and capacity strengthening activities to organization and partner’s staff. In addition, the position holder is responsible to ensure that accurate, quality and timely data is available for internal and external reports, in line with organization’s minimum standards. Relevant technical sectors in which the Partnership MEL Coordinator will be involved may include: Social cohesion, protection, cash, livelihoods, food security, water, sanitation & hygiene and non-food items. Partnership MEL Coordinator will work with the PaQ Unit to lead on the learning component of MEL work for the programs which are either being implemented by organization directly or through partners. The incumbent will be responsible to conduct monthly/quarterly learning sessions for each grant and will prepare communication material to enhance organizational learning and build evidence to enable management to make better decisions. This positon will be responsible, to write up reports of different type of assessment, baselines, learning events, and other beneficiaries related surveys like PDMs, satisfaction surveys and KAP surveys etc. This position will also be responsible to generate the IEC material and to document the success stories from the field under different donors, and different grants. The position holder will actively participate in MEL field activities and will provide technical support where it would be required.
