  • Experience writing high-level security risk analysis and/or conflict analysis.
  • At least 3 years of experience of working for a humanitarian agency in a conflict setting, managing difficult dynamics
  • Proven capacity to produce maps
  • 2-3 years work experience in the Middle East.
  • Experience working in remote management and with partners
  • Fluency in English and Arabic languages (both speaking and writing)

Job Description:

The org is seeking an Operational Safety Manager who will be responsible for maintaining oversight of safety and security policy and strategy, developing contextual analysis, building capacity within the Country Program and partner safety and security teams, and developing and implementing context appropriate safety protocols and procedures across field and program locations as they relate to org’s Syrian emergency response. This position will be based in varying locations within North East Syria (NES), with a significant portion of time spent visiting field locations.

The position is detached from the Country Office to provide direct support to the Country Director and Deputy Country Director and the North East Syria team. The OSM (NES) will also report to and be supported in this role by the Regional Safety Security Manager (Amman), and org’s Safety and Security Unit (CSU) to assure oversight for hub operations inside Syria. The OSM (NES) will supervise the safety and security team in NES and capacity build partners.

Whilst supporting the overarching CSU mission objective – providing the safest possible working environments for staff – the SSM (NES) will support the org’s work with staff, partners, communities and peers to enhance the capacity of the assigned Hub office, providing routine and timely analysis and incident reports to the CD/ DCD and RSM, deploying as needed in support of program teams, and developing local field protocols for the management of safety and security.

High-quality and timely analysis – complete with actionable advice and recommendations – is a core facet of this role. The post-holder is also expected to be able to solve problems at a local level and demonstrate the ability to produce effective strategies and provide technical advice.

KEY RESPONSIBILITIES

  • Responsibility for ensuring compliance of and alignment with CSU Key Performance Indicators
  • Responsible or preparing, managing and reporting on the Syria Security budget
  • Collaboratively review existing NES safety and security policies and procedures with security team, assess levels of functionality across NES and identify opportunities for modifications to improve functionality related to (but not limited to): incident monitoring and communications, staff movements, security risk assessments, etc.
  • Assist the Syria leadership to prepare for major events and critical incidents where security is concerned
  • Prepare and update NES Safety and Security management plans and support development of similar plans for partners
  • Participate in the selection of Safety & Security Officers, and security focal points and ensure that adequate training is provided
  • Prepare monthly reports as per reporting template
  • Develop, implement and maintain International Safety and Security protocols including the emergency medical and evacuation protocols from Syria and coordinate with supporting COs as necessary (org Iraq)
  • Network with other security officers and organizations to obtain information which can be analyzed to better understand the security environment and, through this, develop standard operating procedures relevant to the security setting in which programs are being implemented.
  • Communications: Ensure that effective communications are in place including communication tree system, mobile phones and Thuraya networks.
  • Develop and maintain a map with Go / No Go areas in collaboration with NES Senior Management Teams, CO SMT, RSM (MENA) and Regional Analyst
  • Monitor and insure staff adherence to the set safety and security measures
  • Ensure org’s Missions meet CSU standards for planning, preparation and conduct.
  • Conduct movement monitoring and tracking of Missions inside NES.
  • Host regular meetings for NES security team.
  • Responsibility for ensuring compliance of and alignment with CSU Key Performance Indicators.
  • Support the NES Senior Management Teams (SMT) and advise them of possible actions or options in a time of crisis or emergency.
  • Immediately advise the Country Director, Deputy Country Director, and the Regional Security Manager and CSU of events affecting or which could potentially affect staff safety or security or cause damage to org assets.
  • Coordinate information through the relevant reporting lines during serious security incidents.
  • Provide CO SMT will update reports on the security situation in NES and the steps being taken to mitigate against threats.
  • Assist with emergency evacuations (including for example medical evacuations) within NES (in coordination with the regional Security Manager).
  • Investigate and follow up security incidents in which org staff, and when relevant, field consultants and partner staff are involved, e.g. arrest, detention, robbery etc.
  • Report security incidents in accordance with org protocols and using the on-line reporting system (SIMson) in timely manner.
  • Serve as a coordinator for Safety and Security Officers to develop contingency plans for major events and critical incidents, sharing best practice and ensuring consistency, specifically with org Iraq Country Office
  • The NES Safety and Security Manager will provide the following analysis and assessment services:
  • Coordinate information-gathering across NES.
  • Produce high-level analysis and projections for the conflict relating to NES, including recommendations and actionable information on program areas and org -specific concerns.
  • Produce reports and returns in accordance with org Security Unit standards and protocols.
  • Issue advisories as necessary, ensuring data is disseminated reliably to staff and partners
  • Liaise with the Regional Humanitarian Analyst for the provision of support.
  • Build org’s relationship with information providers and networks, both humanitarian and non-humanitarian, to ensure breadth of understanding of all facets of the security environment.
  • Develop a structure and protocol for routine reporting, and review reports developed by the Syria Humanitarian Analyst.

  • Train staff in emergency protocols
  • Conduct regular drills with all staff
  • A key responsibility of the Safety and Security Manager is supporting the NES team to build capacity and be a deployable resource during exceptional circumstances. Responsibilities include:
  • Conduct security awareness training in accordance with policies and procedures and in cooperation with the Regional Security Manager and CSU.
  • Identify gaps within the NES Office security management and planning and help resource improvements.
  • Source external training options for the NES Office program and safety and security teams.
  • Support the Safety and Security Officers to mentor new and junior staff to aid on-boarding and professional development
  • In line with the Implementing Partner agreements and the overall CO strategy, strengthen partner staff safety and security capacities and internal systems.
  • S/he may be asked to perform other duties as directed by the Country Director, and RSM (MENA)
