Job Requirements:

  • University degree in Medicine (MD) is an essential. Master in public health will be an asset.
  • At least five years’ experience of working with international NGOs in NES and in other countries.
  • Ability to work effectively, under pressure, and with short deadlines with Minimum Supervision
  • Experience in supporting emergency response by deploying or providing remote support as needed
  • Arabic and Kurdish mother tongue. Fluent English is required for the position
  • Advance knowledge of Excel, MS Office, PowerPoint, outlook
  • Experience of working in complex environments
  • Experience in working with and managing remote teams
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations.

Job Description:

  1. Program Development:
  • Work with Medical Coordinator and other senior management teams in strategic planning for future health programs in NES.
  • Support the field teams with needs assessment and provide technical input during proposal development and technical reviews
  • Ensure that different health related sectors (MHPSS, SRH, Nutrition etc.) are integrated into proposed new programs.
  1. Program Quality and Technical Monitoring
  • Provide technical supervision of and technical support to MDM supported health facilities in Al-Hasakah, Raqqa and Aleppo
  • Ensure that all activities are in line with accepted international standards (SPERE and WHO Guidelines)
  • Support Medical Coordinator in developing new protocols and clinical guidelines
  • Oversee the collection, analysis and timely reporting of data according to international and donor requirements
  • Participate as requested in Organization internal workshops and training sessions to keep up with changing trends, new guidelines, and best practices.
  • Interpret the analysed data, present how the project is progressing in terms of performance indicators and propose plans for action to address any gaps in project implementation.
  1. Pharmaceutical Management
  • Support Medical Coordinator and other health and pharmacy teams in forecasting of pharmaceutical needs (medicines and health supplies) at mission level.
  • Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, WHO drug protocols and program budgets etc.
  • Attentively monitor stock quantities and expiry dates of medical commodities and provide regular updates and/or elevate challenges to senior management whenever needed.
  • Promote rational use of drugs at primary health care and community levels.
  • Ensure that the drug consumption database for the entire mission is maintained and analyzed on a monthly basis.
  1. Reporting
  • Receive morbidity data of implemented services on monthly basis; review; analyze and submit to the medical coordination team
  • Receive monthly reports from the medical team data collector.
  • Provide a monthly report to Medical Coordination, detailing activities done, supervision, training given, assessments are undertaken etc.
  • Submit minutes of the staff meetings done with the teams
  • Report PHC visit feedbacks to the Medical Coordinator
  • Support the Medical Coordinator with donor and monthly situation reports.
  1. Coordination
  • As relevant, behalf of the Medical Coordinator will attend and represent the organization in medical technical meetings and workshops (such as HWG, Nutrition Cluster, COVID-19 Taskforce Meeting, HTAC etc.)
  • Maintain regular contacts with other medical NGOs and organizations, through meetings, training, workshops, etc.
  • Attend technical team meetings and coordination team meetings.
  1. Logistics
  • Manage the correct and timely ordering of all necessary medicines, supplies, and equipment for the assigned health activities, ensuring minimum stocks are maintained and items are distributed correctly
  • Follow up purchase orders with logistic teams to ensure timely delivery.
  • Keep the Organization team informed on any issues related to logistics needs for the medical teams in the PHC
  • Review and identify key procurement of medical commodities in procurement plans/budget of all active grants and proactively and timely raise the requests to the procurement team.
  1. Other
  • Integrating gender equality measures at the field level
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within the organization and amongst beneficiaries
  • Assume the medical coordinator responsibilities in case of his absence.

Reporting to: Medical Coordinator NES

SCOPE OF RESPONSIBILITIES:

The Deputy Medical Coordinator will support the Medical Coordinator-NES through delegated tasks and responsibilities.  The incumbent will also support the Medical Coordinator with new project proposals, donor reports and play a vital role in supporting in field teams in Al-Hasakah, Raqqa and Aleppo in providing best quality services according to MDM standards, policies and protocols and will participate in different cluster meetings. The Deputy Medical Coordinator will assume the medical coordinator responsibilities in case of his absence.
