Generic professional competencies for this position:

  • Minimum 3 years of experience of protection project implementation in humanitarian/recovery context
  • Experience of working in complex and volatile contexts;
  • Technical ICLA/ protection and Emergency Response expertise;
  • Documented results related to the position’s responsibilities;
  • ESSENTIAL: Fluency in English and Arabic, both written and verbal;

Context related skills, knowledge, and experience (shall be adapted to the specific position):

  • Bachelor Degree in Law/Education /Social Science or relevant humanitarian degree
  • Technical ICLA/ protection and Emergency Response expertise;
  • Knowledge of the context in Syria;
  • Knowledge about own leadership skills/profile;
  • Demonstrated experience in leading teams;
  • Good communication skills

Job Description:

Specific responsibilities:

  • Project Cycle Management (PCM) & Implementation. As delegated by the line manager, responsible for the successful implementation of designated ICLA project targets delivered through direct implementation modality throughout the full project cycle. This includes – but is not limited to – overseeing the rollout and implementation of ICLA activities in the camps in which ICLA is operating in Raqqa Governorate, preparing weekly/ monthly Workplan, for activities and progress reports; as well as weekly Movement plan; and making sure that all staff members are working according to these plans. The ICLA Team Leader is also responsible for informing the ICLA Project Coordinator of any problems in relation to the above in a timely manner and working with her and the team to find solutions
  • Capacity Building. In close collaboration with ICLA Project Coordinator, responsible for supporting the successful capacity building of ORG ICLA staff and incentive workers. This includes ensuring performance management of all junior ICLA project team members and incentive workers, identification of capacity building needs, and planning and resourcing capacity building initiatives within the framework of the ORG Syria Response strategies, tools, and guidelines.
  • Technical Quality. In close collaboration with ICLA Project Coordinator, responsible for ensuring implementation of high-quality ICLA projects by ORG, in accordance with the agreed ORG Syria Response Country and ICLA Strategies, SOPs, tools, and guidelines. This includes – but is not limited to – ensuring compliance with global, national, and local standards; meaningful consultation with affected populations throughout the project cycle; needs-based targeting and selection; and integration with other Core Competencies where relevant.
  • Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of ORG ICLA or related activities, including information management and archiving. This will include – but is not limited to – the successful implementation of output and outcome monitoring conducted by ORG, and/or third parties. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tools, and guidelines.
  • Reporting. As delegated by the line manager, responsible for accurate and high-quality contributions to the reporting of ORG ICLA in Raqa camp-level achievements through all relevant reporting mechanisms.
  • Safe Programming. Responsible for supporting protection mainstreaming in all ICLA or related activities throughout the project cycle. This includes – but is not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to ORG’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realization of their human rights. All project activities are conducted in accordance with the Safe Programming Strategy, tools, and guidelines.
  • Coordination & Representation. As delegated by the line manager and with close collaboration with Field Office Coordinator, responsible for representing the ORG ICLA program in Area-level protection coordination mechanisms. In addition, the position holder is responsible for constructive collaboration with other ORG team leaders and teams.
  • Any other assigned tasks by line manager
