The post holder should be able to demonstrate the following attributes:

  • Bachelor’s degree in Human Resource Management or equivalent experience in human resources minimum 5 years, including 2 years in non-profit/humanitarian sector
  • Excellent command of spoken and written English, Kurdish and Arabic languages – both written and verbal
  • Excellent internet and computer skills (specifically MS Word and Excel)
  • Strong understanding of national labor laws in Syria and other statutory requirements.
  • Good negotiation skills and possess ability for handling disputes/conflict.
  • Ability to work in a stressful environment and able to prioritize high workload with multiple tasks in fast-paced environment with tight deadlines.
  • Good computer application skills, experience with online HR database is preferred.
  • Willing to travel to the field on a frequent basis.
  • Ability to work as part of a team and culturally sensitive and able to work in multi-cultural team.

Job Description:

Detailed Responsibilities

HR Policy, Procedures & Compliance

       Support the HR Manager to ensure that HR policies and procedures implemented in MAG Syria are in place at the field level and compiant with the labor laws in Syria.

       Monitor the development of statutory and legal requirements in Syria and advise the HR Manager accordingly

       Ensure that HR policies in the bases are updated and followed by all staff; conduct refresher meetings on HR policies as needed.

       Advise department managers of MAG  HR policies regarding equal employment opportunities, compensation, and employment benefits.

       Respond to inquiries regarding policies, procedures, as they come from staff and for further clarification refer them to the HR Manager.

       Develop a systematic database for staff contracts that includes probationary and renewals reminder.

       Ensure MAG ’s full compliance with regards to local tax and other statutory deductions, as applicabe in the country.

       Implement HR best practices to improve HR systems in MAG  Syria.

       Attend HR meetings as requested by HR Manager and keep updated on the current/changes of Syria labor laws and attend regular HR meetings with other international NGOs.

Staff Benefits & Payroll

       Ensure that staff completed timesheets with the correct budget before salary submission.

       In coordination with the HR Officer in the bases, coordinate and do final check on staff payroll prior to bank transfer.

       Understand the payroll system and the implementation and proper use of MAG  grading systems.  Advise Managers appropriately on decision of staff salary during recruitment.

       Support in collection information for salary surveys taking place conducted by NGOs in Syria.

Recruitment& Onboarding

       Support the Recruiting Managers and HR Team in Bases to ensure that the HR recruitment process is done on a timely manner, with high quality and compliant with MAG  policies and procedures and in line with Syria Labor Law.

       Ensure that the candidates for operations recruitment are vetted by NES MAC prior to being recruited by MAG Syria.

       Ensure that all recruitments for new posts are budgeted and in line with HR plans.

       Develop candidate rosters for MAG Syria.

       Support Line Managers with long-listing and short-listing of applicants.

       Support Managers in completing the necessary documents for recruitment, sitting as panel in the interviews process and organising the written tests and interviews for candidates.

       Support Line Managers with the required job descriptions.

       Ensure that all recruitments for new posts are budgeted and in line with HR plans.

       Arrange and conduct induction and training session related to HR including Code of Conduct,  Safeguarding, and other related Human Resource policies and procedures.

       Support for on-boarding for national staff. Coordinate with hiring managers to ensure that the onboarding process is smooth and efficient.

Performance Management & Learning/Development

       Monitor and track performance appraisal system that drives high performance and is tied to any changes in employment.

       Ensure Performance Management system is in place and implemented properly. Ensure that goal settings and performance appraisals are done on time with quality results.

       Build up a database on training providers and provide information to the field and arrange staff attendance on trainings/courses.

       Coordinate confirmations of staff on probation to ensure they are evaluated and confirmed the periods stipulated in the offer letters and if not successful report to the line Manager for further handling.

       Prepare employee termination notices and related documentation and conducts exit interviews to determine reasons behind terminations.

       Coordinate exit management procedure to ensure a seamless and positive transition for departing employees.

  • Work in compliance with/ uphold MAG’s Safeguarding framework – Policy on Personal Conduct, Protection of Children and Vulnerable Adults Policy, Dignity at Work Policy, Reporting Malpractice (Whistleblowing) Policy, Equal Opportunities Policy and Policy on Modern Slavery
  • Encourage an open and transparent way of working that facilitates a strong safeguarding culture within and between teams
  • Ensure that all staff understand the provisions clearly and challenge any unacceptable behaviour
  • Ensure that any concerns, reports or complaints are taken seriously and investigated promptly and thoroughly
