Job Title: ICLA Project Coordinator

Duty Station: Northeast of Syria (NES) based in Al Haskah (roving to Raqa)

Job Requirements:

Generic professional competencies:

       Minimum of 3 years of experience from working in a project implementation position in a humanitarian/recovery context.

       Previous experience from working in complex and volatile contexts

       Documented results related to the position’s responsibilities.

       Knowledge about own leadership skills/profile.

       Fluency in English and Arabic, both written and verbal.

Context/ Specific skills, knowledge and experience:

       Demonstrated experience in a fast paced work environment and ability to proactively revolve practical issues that arise as part of the implementation

       Ability to work remotely from the locations where the activities are implemented, without direct contact to beneficiaries

       Ability to work collaboratively with other ICLA team members

       Ability to work in partnership with the field staff to learn from each other

       Knowledge of the overall context in Syria will be an asset

       Excellent Computer skills especially MS Excel and Word

       Solid information, communications, and technology skills are an asset

       Training or prior achievements in protection will be an asset

       Ability to work independently in a result-oriented multi-tasking and multi-cultural environment

       Negotiation and conflict resolution skills

       High integrity and confidentiality. Stress and time management.

       Knowledge and experience within a relevant field, and ideally a relevant Diploma or Bachelor’s Degree or above qualification

       Excellent English drafting skills, high standard of accuracy and attention to detail.

Job Description:

Generic responsibilities

       Line management of ICLA project field staff

       Adherence to ORG policies, guidance and procedures and awareness of ORG global and regional strategies

       Contribute to ICLA strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes

       Manage and implement a delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality

       Provide regular progress reports to PM (AM and CCS if no PM)

       Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist

       Promote and share ideas for improvement and necessary changes in the activities

       Ensure capacity building of project staff and transfer key skills

       Liaise and collaborate with relevant local authorities and other key stakeholders

       Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities.

       Direct line supervision of the ICLA Officers and the ICLA team in NES.

       Support the PM to strengthen capacity of the ICLA field teams in technical and soft skills required to deliver quality activities

       Ensure project activities in the field are implemented in accordance with the work plan, on time, and to a high level of technical specificity to meet the needs of the most vulnerable beneficiaries and meet targets, in particular:

       In charge of logistical arrangements for the delivery of the field activities including obtaining security clearance, development of movement plans and obtaining all the required logistics needs

       Ensure the provision of quality field monthly reports from field staff to Information Management Officer meeting internal and external deadlines.

       Support ICLA PM and Consultant on the design of the ICLA research project and data collection tools and closely oversee the data collection (staff training, Focus Group Discussions, Key Information Interviews….).
