Job Title: Community Accountability Reporting Mechanism (CARM) Officer

Job Requirements:
The position requires BA/BS degree in research methods, social sciences, economics, epidemiology, related public health field or other relevant field; with at least 02 years of experience in related discipline (accountability, monitoring, evaluation and learning) preferably with an international or local non-governmental organization (NGO). Proven interest & commitment to humanitarian and development principles and demonstrable understanding of conflict contexts and remote work. The person must possess experience in remote data collection, and data management. The person should possess at least intermediate report writing skills. Should have very good oral and written skills in both Arabic, Kurdish and English languages. The incumbent should have very high commitment to uphold principles of confidentiality and transparency. Must be proficient in computers especially advanced Excel, Word, Access and PowerPoint. The incumbent having database management experience would be an added advantage.
Job Description:
The person will be responsible for rolling out CARM system and tools. The CARM Officer will be responsible to orient field teams including partners on CARM system and modalities. Communicate and disseminate feedback/complaints handling procedures, policies and tools as appropriate to program participants, project teams and other stakeholders. Ensure that the feedbacks are kept confidential and access to that information is in line with the guidelines. Monitor and support distribution teams in terms of proper introduction of CARM and visibility of CARM boxes. Make sure, CARM brochure are properly distribute amongst the program participants and are explained well. Support MEL and program teams on beneficiary accountability and learning systems. Follow-up with relevant
stakeholders on agreed upon system corrections, adjustments and actions, informing and strategizing with the PaQ Manager and Senior CARM Officer. Support Senior CARM Officer in preparing monthly reports on feedbacks, provide recommendations and share it with programs. Provide feedbacks to the beneficiaries and stakeholders accordingly, whenever required. Support Senior CARM Officer. to build staff capacity and train staff on compliance and accountability tools, and other processes as required. Provide feedback on regular improvement and adaptation of CARM system based on field observations. Organize and participate in capacity building session within organization’s and partner’s team.
