Job Requirements:
Education:
Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, or any relevant
field, OR equivalent years of experience in SC field.
Experience:
- Minimum of 3 years of professional experience in the international and national procurement
with at least: Minimum of 2 years’ experience in International Fund procurement.
- Sound knowledge, and proven record, of procurement, and experience working with the
international donor community are required.
- Strong IT skills (MS Word, Excel, Access, and PowerPoint) and database familiarity.
- Excellent oral and written communications, presentation, and reporting skills in English.
Job Description:
The overall responsiblity of the Supply Chain Officer will be, to oversee, practice, manage and coordinate daily operations activities , support procurment related activities, logistic and administration in North East Syria. The Supply Chain Officer will work with Regional Supply Chain Manager, ensuring compliance with donor regulations and organization policies and procedures. Maintain and implement procurement tracking and SOPs. Management and coordinate the pocurements and logistic activities in Al Hassakeh (office, warehouse, guesthouse) and Al Hole (Field Hospital, generators, fuel..etc). Coordination with the cross-border support office in Erbil, KRI, for best deliverables.
Job Duties:
Procurement Specific (65%)
- In liaison with Regional Supply Chain Manager, establishing & coordinating an overall, synchronized projects’ supplies annual procurement plan, thereby minimizing ad-hoc procurements, and aiding projects’ to better manage planned procurements and expenditures.
- The supply chain officer will be responsible for all ongoing and planned purchases in terms of collecting quotes, preparing price analysis and conduct evaluation commitee, preparation of purchase orders and follow-up with deliveries and payments submission to finance and remburesements to the vendors.
- Responsible for updating the procurement tracking sheet and provide regular updates to the line supervisor regarding on the status of outstanding and ongoing procurements.
- Work on drafting solicitations/RFQs, tendering process, evaluation process, and monitoring of contracts, including reviewing documents received from vednors for completeness and correctness.
- Lead the Evaluation Committee in line with Procurement SOPs as needed and as requested. Be the focal point/ Tender Opining Facilitator for the all ongoing tender and record the tendes’ notes and provide the required support and recommadntions for the tender committee on the best selection, in terms of quality, costs, specification, delivery timeline…etc.
- Ensure that all files are kept in order, and procurement documentation is completed and available for review, and pay.
- Responsible for Due Diligence checks (vendors’ references, site visits, historical data, and anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers, ensure that purchases are in accordance with procurement policy.
- Coordination with the field hospital team in responding to emergencies needs. Ensure that purchases are made and delivered on time and as needed. Ensures high-performance and well-managed of supply chain in Al-Hasakah/Al-Hol to support the organization programs activities in the NES.
- Conduct market research and survey on quarterly bases, to keep abreast of market situation,
developments, prices, and analyze statistical data and market reports on the commodities’
situation, production patterns and availability of goods and services.
- Disseminates the best procurement and supply management practices on the local level.
- Be intiative and demonstrate a service-oriented approach to assisting the program team in Al
Hassakeh and al Hol Field Hosptial in understanding and replying requirements and the needs.
- Supervision of supply chain department; Supervise the Supply Chain Assistant, the Facility
Manager in Al Hassakeh and Pharmacist’s Assistants and the technicians in Al Hol Camp.
- Carry out any other related duties as might be reasonably requested by the Supervisor/designee.
Logistic Specific (35%)
- Watch and monitor the generators’ status and manage the fuel’s purchase, delivery, and
consumption in Al Hole’s Field Hospital and Al Hassakeh. Make sure generators’ log sheets
(maintenance and fuel consumption) are filled on daily bases accurately and shared on monthly
bases.
- Responsible for implementing most of the hand on activities that may appear within the scope of
the work field. To be generous in providing the required services and repairs, especially what are
related to the generators monthly maintenances in coordination with the generators’ technician
or, electricity, or any other technical issues.
- Supervise and management of the warehouses for medicines and consumables in Al Hole and Al
Hassakeh, in coordination with Warehouse’s Pharmacists and make sure that Carma Soft is
updated and the warehouse is organized on standard manner. Make sure that stock report is
updated and shared on weekly bases. Make sure that stock requests are received ahead of
releasing goods from warehouse.
- Conduct the required inventory activities (receipt, storage and dispatch of goods and physical
counts) of supplies and equipment.
- Responsible for and managing of all assets, in compliance with the organization Asset
Management Rules and Regulations including but not limited to recording, coordinating and
reconciling asset inventory including physical verification of asset on sites on quarterly bases,
asset transfer, disposal, write-off and synchronization of asset inventory and asset tracker.
- Leases management – Draft and management of all leases’ agreements . Lead property availability
surveys as necessary and conduct maintenance activities to ensure the workplace is efficien.
- Properties’ Managment- Manage all properties, counting, disposal, arrange for maintenance tasks
to be carried out. Ensure floor space is used effectivelly.
- Routine Administration Tasks – Manage stock of office supplies, materials, parts, and finished
products to maintain required supply, maintain records, replenish stock, and plan for future
requirements Ensure that assets received and issued is properly and uniquely identified, as
appropriate.
- In collaboration with program teams, coordinate all field-based logistics in support of active
programming.
- Verify the packing lists compared to the stocks received and inform the carrier/supplier if there
are any missing or damaged with timely manner.
- Demonstrate a service-oriented approach to assisting the program team in understanding
requirements and completing tasks.
- Carry out any other related duties as might be reasonably requested by the Supervisor.
