QUALIFICATIONS:

Bachelor’s degree in administration and/or equivalent qualification or equivalent 3 years of experience

EXPERIENCE and SKILLS

At least 2 years of prior professional experience in a similar post, extensive experience with recruitment would be preferred

At least 2 years’ experience working with INGO sector with demonstrated ability to work effectively in a fast-paced, stressful environment.

Ability to maintain strict confidentiality and keep safe personnel files.

Excellent computer skills (Power Point, WORD, EXCEL, Internet/ E-mail).

Knowledge of USAID procedure and guidelines (advantage)

Ability to speak and write effectively in English and Arabic.

Excellent time management and prioritization skills.

Ability to mean deadline and work commitment with minimum supervision.

Job Description:

The Senior HR Officer is responsible for the Human Resources (HR) function for BHA SAFEER project at Northern Syria with supervising HR officer and/or assistant if any. The senior HR officer will be responsible for recruitment process, Reviewing Recruitment package, onboarding and offboarding complied with policies and procedure, annual performance management and completing and reviewing employee and service contractors personal file.

The role reports to HR Manager

Team member reporting to this post: HR officer and HR Assistant

From time-to-time or in the event or emergency, the team member will be expected to work more than regular working hour or perform task outside the role profile after line managers approval.

KEY AREAS OF ACCOUNTABLITY

Managing the recruitment process (new or replacement) for BHA SAFEER project national team members both at Syria and Iraq through vacancy announcement, longlisting, arranging interview, reviewing and completing the interview package and documents … etc

Processing the background check, creating JO, contract, contract amendments, WAM, retrenchment letters, etc.

Review the hiring packages of each recruitment process prior of getting it approved such as Reference checks and candidate documents/certification, ensure proper documentation

Supervise the HR officer and assistant/s at Hasakah and Northern Syria and follow up on their performance and improvement plan.

Monthly review team members timesheet, follow up with the team in case of any issue.

Provide HR induction to new joiner and brief them on HR policies and assure further adherence.

Ensure proper onboarding and offboarding process through using the correct version of the forms and as per the process.

Making sure probation evaluation process is submitted on time using most up to date version of the form with collecting relevant approvals.

Maintain (record/update) HR database and trackers, ensuring all team’s data are always up to date.

Maintain team members record (soft and hard copies) though monthly reviewing the files with making sure personnel documents at Syria are delivered on time, completely without missing.

Coordinate and support the performance appraisal process by following up with the team member and line managers to get complete form and perform HR review on yearly basis as per line manager’s request.

Assist HR Manager in determining training need for the team and manage required survey / Analyze for that purpose.

Amending organizational organogram occasionally as needed.

Manage the email creation and deactivation through coordinating with field HR, IT team and other relevant team members if needed.

Provide weekly, monthly and other relevant information and reports as needed.

Prepare daily labors contract in coordination with NES HR and program team with conducting background check or any other task related to daily labors.

ADDITIONAL JOB RESPONSIBILITIES

Follow up on records of all types of leave (annual, sick, maternity, and etc.) for national team members and ensure that established policies and procedures are implicitly followed by everyone in the absence of HR Assistant. Update the team occasionally on their accrued annual leave as per line manager’s request.

Assist in preparing monthly payroll by providing relevant data and supporting document.

Monitor team member’s contract expiry and advise/follow up with line manager on time

Lead the ID creation for new joiner and renewing them when and as needed in coordination with Syria and Erbil HR and IT team in the absence of HR assistant.

Any other reasonable duty as may be assigned that is consistent with the nature of the job and its level as per line manager’s approval.
