1. Advanced university degree in pharmacy or equivalent working experience in Pharma Supply Chain with a Health background or in medical logistics.
2. At least 2 years of professional work experience as medical/pharma supply chain officer
3. Experience in medical procurement and pharmaceutical supply chain management (procurement, warehousing, stock control, transport, distribution)
4. Experience working in the NGO sector in emergency response/humanitarian environments
5. Experience in conducting pharmacy, supply chain, or health assessments, particularly in emergencies
6. Experience in capacity-building and supervision of logistic staff
7. Experience working with a variety of agencies and coordination groups in a humanitarian setting
8. Ability to prioritize work, meet deadlines, and work calmly under pressure in stressful environments, while maintaining flexibility and a professional approach
9. Problem-solving ability. Quick learner with a practical, precise approach.
10. Plenty of initiative and excellent skills in using spreadsheets and databases
11. English proficiency is required.
12. Reporting experience is essential.
13. Availability to travel in the field locations up to 50% of the time
Desirable requirements:
1. Experience in main donor-funded projects (EU, UN, USAID, AICS, etc.).
2. Experience relating the Essential Medicines, Quality Assurance, or clinical pharmacy is desirable

Job Description:

List of ToR:

Pharmacy and warehousing:

  1. Ensure medicines, including cold chain items, are properly stored.
  2. Ensure that pharma stock is consolidated and in line with WH inventory and maintain up-to-date pharma forecasting monthly.
  3. Ensure physical inventories are conducted monthly and at every delivery.
  4. Leads of monthly pharma consumption monitoring ensuring communication and coordination with field pharmacists and the UPP medical team.
  5. Follow up on Pharma Indicators and provide information to the MEAL Department for reporting.
  6. Responsible for developing, maintaining, and improving an electronic inventory control system for stocking and tracking pharmaceuticals.
  7. Conduct physical checks during visits to HFs, observe the consumption and stock on hand including contingency stock at all HFs, and propose possible actions.
  8. Ensure that the warehouse and pharmacies are properly set, up and warehouse and pharma store management procedures and security conditions are respected.
  9. Follow up on the requests of UPP pharmacies closely with the warehouse and medical team and the reception of supplies with the log shipment responsible and warehouse management.
  10. Provide technical support to counterparts, to assist them in meeting the medical supply chain requirements of their partnership agreements with UPP such as best practices in medical stock management and distribution
  11. Ensure donations and loss reports are drafted and sent to the medical supply chain manager.
  12. Actively collaborate with the warehouse manager and implementing partners, ensuring trustable and effective working relationships.
  13. Support continuous quality improvement of the pharma supply chain in UPP NES interventions
  14. Coordinate and attend monthly Pharma Committee meetings

Capacity building:

  1. Provide technical assistance to the pharmacists through regular supportive supervision field visits to health facilities.
  2. Responsible for periodic training and capacity building on-site for pharmacists, and other relevant staff across supported HFs.
  3. Constant monitoring of pharmacist’s performance and maintaining performance tool updated. Develop refresher training/capacity building plan according to priorities.

Procurements:

  1. Contribute to sourcing of pharmaceutical products at both international and local levels to ensure all procurement meets the standards of the UPP QA system.
  2. Contribute to (drafting and reviewing) donor proposals and budgets that include pharmaceutical/medical supply components requirements, in close collaboration with the medical supply chain manager, medical team, and KRC pharmacists.
  3. Provide support in reviewing and drafting pharma procurement requests to ensure compatibility and rationale with the program activities. Ensure all pharma procurement proposal is reviewed technically by the medical and warehouse team and the request is submitted to the procurement department.
  4. Support the procurement department in defining specifications for the provision of pharmaceutical products and contribute to pharma tender evaluation.
  5. Support pre-qualification exercises with the support of the medical supply chain manager and procurement officer.
  6. Attend regular logistics and programmatic UPP meetings.
  7. Ensure that archives of documents and tools related to pharmaceuticals are properly filed for future reference.

General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria.
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).
