Context of the position and key challenges
The REACH Field Officer, under the supervision of the Field Manager or Senior Field Officer, is responsible for the line management of enumerators. Under the coordinator of the Field Manager or Senior Field Officer, the Field Officer will ensure carrying out timely and thorough implementation of REACH research cycle activities. He/she will be based in CITY, Syria.

Objectives

§  Directly manage and supervise a team of enumerators including planning, organising and maintain a proper oversight progress of their work.

§  Cultivating a suitable professional environment for enumerators, where they feel comfortable to report any concerns and exchange information and seek learning opportunities.

§  Communicating feedback on the performance and identified training needs of enumerators (and partners) to the Field Manager or Senior Field Officer.

§  Actively participating in the facilitation of training sessions to enumerators and partners.

§  In collaboration and close communication with research and technical units, the field officer will be monitoring the data quality by using existing tools and providing input to develop new tools.

§  Monitoring the implementation of research cycle activities to ensure they are carried out in line with the Master Operations Plan.

§  Provide contextual updates to the Field Manager based on feedback received from enumerators, KI’s and partners.

§  Maintain proper, timely and effective communication channels with the Field Manager and/or Senior Field Officer and Acted security focal points, which includes communicating REACH staff movements and reporting any concerns and incidents related to security, safety, and access.

 

Key roles and responsibilities
 

A.   Coordination and project implementation:

1.     Coordinate with the Field Manager or Senior Field Officer to ensure the implementation of projects through participation in planning, implementation, and follow-up to ensure data quality.

2.     Supervise the data collection process by enumerators, including the gathering and submitting of information in the field through interviews of individuals, families, focus group discussions, field visits and surveys, in line with the REACH assessment methodologies.

3.     Leads on enumerator follow-up in the field, to ensure transparent, accurate and timely collection of quantitative and qualitative data and information.

4.     In coordination with the Field Manager or Senior Field Officer and Acted security, monitors and tracks all field movements as is relevant.

5.     Cross-checks information accuracy of submitted data and conducts spot-checks.

6.     Ensure the quality of the data and review feedback after each field data collection process supported by the Field Manager or Senior Field Officer.

7.     To support geo-referencing of all surveys conducted in the field as required by the REACH assessment methodology.

8.     Supporting field teams with enumerator trainings and providing contextual information as needed.

9.     Contributing to the overall planning of activities and discussing timelines with the Field Manager or Senior Field Officer.

10.  Other tasks requested by management, relevant to both position and skillset.

 

B. Reporting:

11.  Providing regular reports to the Field Manager or Senior Field Officer at frequent intervals on the progress of the implementation of the assessment activities and on relevant observations during the mission.

12.  Reporting technical concerns in dedicated communication channels created for each research unit, which are supervised by both Field- and Research Managers.

13.  To ensure a regular, effective, and comprehensive transmission of information to supervisors.

14.  Reporting security risks, concerns or incidents directly to the Field Manager or Senior Field Officer and if relevant Acted security.

 

C.  Supervising and Management:

15.  According to the project work plan and/or guidance of the Field Manager or Senior Field Officer, supervises enumerators in their daily activities.

16.  Builds enumerator capacity, provides constructive feedback, and ensures project deadlines are met.

17.  Ensuring daily communication with enumerators communicating relevant information to them from the Field Manager or Senior Field Officer and assessment staff.

18.  Preparing and following up the monthly attendance records for the enumerators in coordination with Acted HR.

19.  Preparing order forms for office & trainings needed and report them to logistics department in coordination with the Field Manager or Senior Field Officer.

20.  Participate in the evaluation of the enumerators and prepare their appraisal.

 

Key Performance Indicators (KPI)

Example, the key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success at reaching targets.

–        All FLATS and HR-related paperwork was completed on timely and accurate manner.

–        Immediate reporting of any security or SEA incidents among staff or beneficiaries to the Field Manager.

–        Conduct regular (at least weekly) meetings with the enumerators under their direct management, and ad-hoc as needed, one-on-one meetings to monitor the well-being and performance.

–        At least once a month, each enumerator under their direct management and supervision were spot-checked in the field and joined during a field activity.

–        Keep written track of the training sessions provided to the enumerators under the direct line management of the Field Officer and maintain an overview of the team capacity and training needs.

–        Communicate delays in field work to the Field Manager and/or Senior Field Officer in a timely matter, and if relevant to Assessment Officers involved.

–        Organizing and co-facilitate training sessions provided by research and technical units.

–        Participate in meetings focused on the development of research tools, together with Assessment Officers and the Field Manager and/or Senior Field Officer and support the contextualization of the tools and instruments.

–        Conduct regular lessons learned and feedback session with the enumerators after each cycle of data collection and share the results with the relevant units and actively participate in the ones organized by the other units for the one-time assessments.

–        Ensuring that all enumerators under the direct line management of the Field Officer, are included in all relevant communication channels used to provide security updates and instructions and to monitor the field work.

Required qualifications and technical expertise
Essential Qualifications:

§  Complete at least a bachelor’s degree at a university or higher.

§  Intermediate-level English language skills (speaking, writing, and listening).

§  At least a total of 3 years of professional working experience with NGOs.

§  At least 1 year of relevant working experience in data collection

§  At least 1 year experience in managing and overseeing a team of data collectors or outreach staff.

§  Ability to travel and work in target areas in Dier Ezzor and Hasake.

§  Excellent command of Excel and other MS office applications.

§  Excellent command of mobile data collection platforms (such as ODK or Kobo).

§  Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.

§  Ability to build and sustain relationships with team members and interviewees in the field, as well as with local authorities and stakeholders.

§  Strong facilitation and communication skills.

§  Ability to provide constructive feedback.

 

Preferred Qualifications:

§  Previous experience working in INGOs/humanitarian for 6 months at least.

§  Fluent in English.

Completed related humanitarian/management trainings (food security, protection, health, WASH, project management, etc.).
