Job Title: FSL Manager

Location: Al-Hasakeh

Contract duration: 6 months to 1 year with possibility of extension based on funding availability.

Position Summary

The FSL Program Manager will lead the development and implementation of the FSL program for both humanitarian and resilience responses in Syria, to ensure intervention is timely, effective, and relevant to a range of needs, and incorporates a gender focus in all aspects of programming. S/He will manage a dynamic FSL team, providing training, mentoring, and capacity building for staff and partner agencies, responsible for budget and project management for several FSL projects, implemented both directly and through local partners and representing the organization in key working groups. The FSL Program Manager will lead on incorporating global approaches and interventions into programming in Northeast Syria, and ensuring that learning, evidence, and participant-led design integrated deliver effective and sustainable approach for FSL programming in NES.

The FSL Program Manager will cooperate with key functions, including security, finance, HR, administration, logistics, and procurement in order to ensure smooth implementation of FSL activities, will also be responsible for FSL program development within the team, and donor/internal reporting requirements.

 

Tasks and Responsibilities

  • Refresh FS and Livelihoods strategy that includes resilience approaches and linkages to other core sectors including protection, WASH, and emergency response;
  • Lead on program design for the FSL team, ensuring coherent program plans in line with sector and program strategy;
  • Ensure linkages between humanitarian programming and early recovery programming;
  • Develop operational plans and support the FSL team in the regular implementation of FSL programming;
  • Ensure a strong gender focus in program implementation and gender mainstreaming throughout the entire project cycle;
  • Support the FSL team to ensure project activities are on track and adhere to project proposals, budget, and donor, sector, and standards. Develop and maintain key project documents, including implementation plans, project budgets expenditure plans, MEAL plans, procurement plans, and recruitment plans, in cooperation with the Director of Programs, DCD-Operations, and other key internal stakeholders;
  • Monitor expenditure against approved budgets and ensure financial control of programming throughout implementation;
  • Ensure project are managed in line with and donor policies and procedures;
  • Responsible for management of internal and donor reporting within FSL sector.
  • Directly supervise FSL team ensuring all team members have a clear understanding of program objectives, targets and results. Assign clearly defined tasks to team members according to agreed priorities and support team in order to reach project objectives
  • Oversee the development of movement plans and weekly plans, and provide regular feedback during team meetings;
  • Design and conduct technical food security, livelihoods and program management trainings (cash programs, temporary income opportunities, small-medium enterprise programming, support for farmers, etc);
  • Monitor staff work and performances and provide regular and constructive feedbacks. Conduct performance appraisals when required;
  • Oversee internal communication and coordination mechanisms; especially through the conduction of regular team’s meetings;
  • Conduct regular assessment of capacity-building needs of staff. Prepare and regularly revise capacity-building plans and ensure follow up for team to meet their professional goals;
  • Participate in identifying new partnerships for FSL Program, according to eligibility criteria;
  • Supervise the development of new partner funding agreements (PFAs) with partners and ensure accuracy and consistency of programmatic documentation throughout the cycle of PFA;
  • Develop organizational capacity-building plans and provide trainings and technical coaching sessions to partners;
  • Support in in the organization and conduction of regular meetings and workshops with partners.
  • Be actively involved in keeping and setting up networks and linkages with key stakeholders (global sector colleagues, Working groups, beneficiaries, community leaders, local NGOs);
  • Maintain regular communication and good professional relationships with local and camps’ authorities, UN agencies, International/Local NGOs and promote mission values and strategy;
  • Design, coordinate, and review sectoral needs assessments to determine priorities and potential new activities in line with strategy;
  • Based on assessments, provide situational analysis and participate in developing appropriate planning for the FSL team;
  • Support FSL and MEAL team to develop tools to assess performance and organize reflection sessions on the findings that will inform programming design and adaptations;
  • – Lisiase closely with the MEAL team to ensure appropriate monitoring and evaluation is carried out for all program activities, taking into consideration FAM reviews and inputs from participants.
  • Carry out periodic learning reviews with relevant program and program support staff, liaising closely with the MEAL team and line manager, and ensure best practices and lessons learned are documented and shared to relevant stakeholders when appropriate.

 

Required Qualification, Skills and Experience

  • University degree in agriculture, civil engineering, or another relevant field, or equivalent in work experience.
  • Further advanced degree in agriculture, food and nutrition.
  • Minimum seven years’ experience project management skills – working with an INGO or LNGO.

  • Minimum four-years’ experience in leading a program team.
  • Proven experience in implementing protection activities through partnerships with local NGOs
  • Proven experience in managing humanitarian projects, budgets, and human resources.
  • Proven experience in implementing agricultural activities.
  • Proven experience in designing and delivering humanitarian trainings.
  • Excellent knowledge of FSL, nutrition, CVA, and resilience international standards and guidelines.
  • Excellent drafting and analytical reporting skills.
  • Excellent communication, coordination, and representation skills.
  • Excellent command (written and spoken) of English and Arabic.
  • Previous experience in emergency contexts and in the provision of assistance to IDPs and/or refugees.
  • Ability to work in volatile settings and under-pressure.
  • Good interpersonal skills to work effective with different stakeholders, including different communities in the target areas, humanitarian actors, service providers, local and national authorities.
