Job Requirements:

  • At least 3 year’s professional work experience in Health programming in the region
  • 4 years’ previous experience with NGOs
  • Must be fluent in English and Arabic languages both written and spoken.
  • Good Communication and Leadership skills
  • Strong Computer literacy, proposal writing and Report writing skills.
  • Ability to work under pressure and manage a team.
  • demonstrated knowledge of humanitarian standards and standards of ethics
  • Excellent organizational skills, ability to determine priorities and attention to detail is a must.
  • Demonstrated interpersonal skills, sound judgment, planning, and team building and facilitating skills.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Ability to travel withing NES.

Job Description:

In close line management of Health Program Manager, the Senior Health Officer is responsible for:

  • overall technical monitoring of the assigned Health Projects and components/activities in accordance with the agreed outcome and budget.
  • participate in development of the project activities, project budget and donor reports.
  • Overall technical management of projects leaders (Officers, Assistants Project Managers, etc..).
  • Present AFH in formal meetings with external entities, Health Working Group and Subgroups as required and requested by Line Manager.
  • Contribute to the development of proposals for new funding opportunities, lead the needs assessments.
  • Ensure timely and accurate contributions to project narrative reports, quarterly performance indicator tracking tables, baseline and final reports.
  • Support Health Program Manager to identify key issues affecting project implementation, or key local issues affecting future grant/project developments.
  • Conduct regular visits to project implementation areas and advise and support project staff with the identification and solution of technical issues.

Technical Management:

  • Oversee the high-quality implementation of health programs and enhance the capabilities of field staff in line with essential health service packages endorsed by the Health Working Group (HWG).
  • Regularly review the Detailed Implementation Plan, procurement plan, human resource plan, budget spending trends, and performance indicators for each project.
  • Conduct thorough monitoring of key health data, such as EWRAN, WBD, WRD, 4Ws, across projects and meticulously review reports before submission.
  • Monitor project activities, including the management of drugs and commodities, coordination of meetings and training sessions, promptly notifying the Health Manager and Program Coordinator of any issues, and implementing corrective actions as necessary.
  • Undertake field visits to project locations, submit detailed reports, and utilize periodic checklists and spot-checks.
  • Develop and update Standard Operating Procedures (SOPs), guidelines, Information, Education, and Communication (IEC) materials, job descriptions (JDs), and other technical monitoring tools, ensuring staff compliance.
  • Facilitate cross-team learning through regular department and team meetings.
  • Ensure timely submission of all internal narrative and progress reports (weekly, monthly, interim, and final) for the assigned projects in accordance with agreed-upon timelines to the Health Program Manager.
  • In Coordination with the Health Admin Officer and Media team, he/she will develop a “Facility Profile”.

Team Management:

  • Responsible for the technical part of all recruitment processes in health projects.
  • Provide technical support, train, and coach the staff in achieving project goals.
  • Provide guidance and monitoring for project staff, ensuring clarity over project plans and priorities, and encouraging effective teamwork.
  • Participate in AFH performance management system, in objective setting, probationary reviews, regular catchups, annual performance appraisals and exit interviews carried out for project staff.
  • Facilitate capacity building through assessment of the training needs of health staff and ensure that appropriate training is conducted.
  • Budgeting:
  • Contribute to BvA and identify and act on any corrective actions required in coordination with the Project Manager.
  • Reviewing the financial reports with the Project Manager
