Context of the position and key challenges
The Enumerator, under direct supervision of the Field Officer, is responsible for collecting assessment data relevant to REACH assessments in Northeast Syria. This includes data collection (via electronic and/or paper tools), support to data entry, and follow ups after data collection where necessary. He/she will be based either in NAME governorates based on the area of coverage and assigned to CITY office. The Enumerator can be requested to work from the office for meeting, training, administrative or HR purposes.

 

** All transportation arrangements and costs related to direct data collection, travelling to field locations or to the office, will be the responsibility of the Enumerator to cover. Except for transportation costs for movements from base to camps, where Acted cars will be provided to the extend feasible.

 

Objective 1: Data collection

§  Enumerators collect quantitative and qualitative data for REACH related research cycles and data collection activities across the base coverage area.

 

Objective 2: Data quality

§  Enumerators are responsible for implementing the data collection in the field and accountable for the data quality as per REACH’s standards and assessment-specific methodology and requirements.

§  The enumerators will be continuously responding to the data quality follow-ups as part of the data processing phase, in a timely and effective manner, during and at the end of each data collection course.

 

Objective 3: Contextualization, Reporting and Communication

§  Providing regular reports at frequent intervals on the progress of activities and on relevant observations.

§  Reporting directly to Field Officers and the Field Manager whenever requested.

§  The enumerators are expected to adhere to REACH’s and Acted’s policies and regulations, including following the correct chain of command.

 

Objective 4: Training

§  Enumerators are expected to participate in training sessions based upon request of the Field Officers. Training will help Enumerators to prepare for data collection and to further develop their skills.

§  Enumerators are asked to share feedback on the data collection tools they work with and feedback with regards to their presence in the field.

 

Objective 5: Teamwork

§  Enumerators work in pairs of 1 male and 1 female Enumerator. Dividing tasks and clear communication is needed to work together in the most efficient way.

§  Enumerators are part of a team of a various number of Enumerators and can be asked to work with several Field Officers.

Key roles and responsibilities
Duties and Responsibilities

 

A.   Data collection

·         To ensure transparent, accurate and timely collection of quantitative and qualitative data and context information.

·         Sharing feedback with regards to their presence in the field with the Field Officers.

·         The enumerators also work on establishing, maintaining, updating, and storing the network of KI of various profiles, subject-matter experts, and area as servers better the type and frequency of the required data collection activities and support the other enumerators and teams with such an expansion of a network and data collection.

·         Keep the communication with the KIs documented and stored safely and accessible by the line manager.

·         Following and adhering to the recommendation and instructions shared and communicated by (Senior) Field Officers, Field Managers and Acted security management, to cancel or postpone data collection, to return home or to move to a different location or evacuation assembly points.

·         Other tasks requested by the Field Officers, relevant to both position and skillset.

 

B.   Data quality

·         Identifying the suitable KI profile to participate in the data collection exercises that REACH implements.

·         Ensuring the high-quality, consistency and reliability of the collected data.

·         Support the spatial data collection in the field when relevant and possible, which includes the participatory mapping exercises.

·         Support in testing and piloting the data collection tools and instruments and share feedback on the tools.

·         Reporting and communicating operational challenges and obstacles faced during data collection, such as the time that is needed to conduct the interview or feedback from interviewees.

·         Maintain the data protection and privacy as per the REACH and Acted policies and SOPs.

 

C.   Reporting, Communication and Contextualization

·         Through the existing communication channels and platforms for this particular purpose, the enumerators are expected to provide the research and technical units with context information that will improve the data collection tools developments to ensure having a context-oriented research activity.

·         When relevant and possible, through the dedicated channels, the enumerator will be sharing context updates with their Field Officer (s) and the Field Manager and/or Senior Field Officer within REACH and other Acted support departments.

·         Immediate reporting of any concern or incident related to the safety, security and wellbeing of the Enumerator themselves and the colleagues they work with in the field.

·         Maintain a timely and solid communication with their managers among the operations unit on the workflow, progress, locations, challenges they are encountering during their work.

·         Adhere to the REACH Accountability to Affected Population (AAP) procedures and maintain the best usage and dissemination of the REACH Complaints and Response Mechanisms (CRM) contact info during the data collection process.

 

D.   Training

·         The Enumerator is expected to attend the REACH core training course and participate in the Training Needs Assessment (TNA) and undertake the recommended capacity building and several training sessions as well as any other training sessions made available by their managers.

·         Active participation in all training sessions and team meetings that the Enumerator is requested to join by (Senior) Field Officers that is relevant to their scope of work.

·         Participate in filling, discussing, and finalizing the regular performance appraisals process.

 

E.   Teamwork

·         The enumerators, as well as the other team members, are expected to maintain a healthy working environment by making sure that everyone feels safe and supported within the working space.

·         Facilitate the in-pairs (1 male and 1 female) data collection field approach when required, by following the tasks division and provide the necessary support to the co-worker.

·         Being able to work with different Field Officers and co-workers based on the scope of the work.

·         Providing constructive feedback to the co-worker they form a pair with.

 

Key Performance Indicators

Example, the key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success at reaching targets.

·         Immediate reporting of any security or SEA incidents among staff or beneficiaries to the Field Officer and/or Security Officer.

·         Participation in all training sessions the Enumerator as requested to be part of by the (Senior) Field Officers.

·         Effectiveness of the progress and work-related communication, including delays in field work to the Field Officer.

·         Participation in team meetings as requested to be part of by the (Senior) Field Officers and/or Field Manager.

·         Response to the follow-up requests within a max of one working day.

·         The enumerator established, maintained, updated, and stored his/her network of KIs for at least 95% of the communities he/she is covering and has access to.

 

Required qualifications and technical expertise
Essential Qualifications:

·         At least completed High school degree.

·         Fluent in Arabic.

·         Basic English skills.

·         Ability to build and sustain relationships with co-workers, Key Informants and interviewees in the field.

·         At least 1 year of relevant work experience involving field work and data collection.

·         Previous experience working in NGOs or the humanitarian sector.

·         Experience using Kobo, ODK or any other android-powered data collection applications and platforms.

·         Resident in Manbij.

·         Ability and willingness to travel and work in Northeast Syria governates.

·         Flexibility and adaptability are essential.

Preferred Qualifications:

·         Completed diploma or second college degree and above.

·         At least 1 year of experience in collecting data in (I)NGOs.
