2-      Bid submission method:

The bid shoud contains the following documents:

• A copy of the supplier’s ID.(mandatory)

• Company registration documents (mandatory).

• A copy of similar contracts (exclusive) with INGO/NGO, 15,000 $ minimum.

• Letters of recommendation issued by  INGOs/NGOs

• Annex-01, Annex -02, Annex -03, and Annex-04 forms should be signed and stamped.

• Technical conditions signed and stamped. (mandatory)

•Site visit report for implementation areas, which must be filled out by the provider while visiting the site.

·         Attached contract samples signed and stamped.

All the documents must be sigened and stamped by the supplier.

·         bid: the bid and BoQs detailed prices which should be submitted in USD.

envelope should be sealed by company and named as follows:

envelope should be also sealed and signed in the name of the supplier/company/Bid number.

All documents should be signed and stamped by the bidder; AFH has the right to exclude any bid which is not Committed to the above submission method.

3-      Essential criteria:

·         Agree to the technical conditions. All pages should sign and stamped.

·         Past experience for similar work. Minimum value 15,000 USD.

·         The site visit report should be done, which means the suppliers have to visit the areas before submitting the bid.

·         Implementation and work Plan including the time schedule.

4-      Weighted criteria

·         60% for technical score (previous experience, quality of items, delivery of works..)

·         40% Financial score – the best price.

5-      Delivery location:

AFH office in Syria- Deir Alzor- Safira Tahtani

6-      Bid validity

The bid validity should be minimum 120 calendar days.

7-      Payment terms:

All the payments will be paid after AFH approval of the full delivery of the work

– the payment will be in USD and will be paid after AFH approval of the full delivery of the service.

– Payments will be made approximately 10 to 30 calendar days from the date at which work has been satisfactorily received by AFH.

– The due amount will be paid in through money transfers or cash to the provider.

AFH will not be responsible for any costs arising out of this work agreement unless explicitly stated in this work agreement.

8-      Financial offer

The financial bid should be submitted USD, AFH has the right to exclude any offer with Mathematical mistakes.

9-      General conditions:

– All information provided in the request for quotation will be treated as confidential and will not be shared with any third party.

– The service provider agrees to maintain the confidentiality of all purchase information at all times, and this information cannot be shared with any third party under any circumstances without the express written consent of the management of AFH.

– AFH reserves the right to refuse any offer and the least financial offer will not necessarily be accepted or submitted, but in accordance with the above criteria.

– Offers that do not meet the requirements of this application or that have not been received by the deadline will not be accepted/considered.

– All offers must be submitted independently, without any prior contact, information exchange, numerical comparison, or ranking involving other companies, individuals, presentations, or proposals in response to this invitation. This is to ensure that no sub-contracts are awarded in a way that could compromise the transparency and fairness of the bid evaluation process.

– All bids must be final and irrevocable within the time specified for their acceptance.

– AFH will not be responsible for any costs incurred by the bidder in connection with this invitation.

– AFH reserves the right to accept or reject any or all offers, increase or decrease the quantities of materials required, or divide the offer among two contractors or more as the needs of the project.

يتم تقديم العرض التقني و العرض المالي ضمن ظرفين منفصلين على الشكل التالي :

العرض يحتوي على المستندات التالية:

·         صورة عن الهوية الشخصية للمورد. (إلزامي)

·         وثائق تسجيل الشركة .(الزامي)

·         صورة عن عقود توريد مماثلة(حصرا) مع منظمات المجتمع المدني لا تقل عن 15,000 دولار أمريكي.

·         رسائل التوصية صادرة عن منظمات المجتمع المدني

·         يجب أن تكون الملحق 01 والملحق 02 والملحق 03 و الملحق 04  موقعة ومختومة.

·         الشروط الفنية  موقع و مختوم. (إلزامي)

·         تقرير زيارة مواقع التنفيذ و الذي يجب تعبئته من قبل المزود عند زيارة الموقع.

ستكون زيارة الموقع في يوم 07 -12- 2023الساعة 11:00 صباحًا.

يتم ختم مداخل المغلف بختم الشركة بعد تسمية ظرف على الشكل التالي :

يتم وضع الظرف بعد التأكد من إغلاقها بشكل محكم و يتم أيضا ختمه و توقيعه باسم المزود/الشركة/رقم المناقصة.

سيتم إهمال أي مستند ما لم يحتوي على توقيع المزود و ختمه , كما يحق لمنظمة سوريا يادرم إستبعاد أي عطاء ما لم يلتزم بطريقة التقديم المبينة أعلاه.

3-      المعايير الأساسية (الإلزامية) :

·         الإلتزام الشروط الفنية و  التوقيع و الختم على كل الصفحات.

·         الخبرة السابقة بنفس مجال العمل المذكور مع منظمات المجتمع المدني بقيمة لا تقل عن 15,000 دولار أمريكي.

·         زيارة المواقع التي سيتم تنفيذ الأعمال فيها و تعبئة التقرير الزيارة المرفق بالعرض الفني.

·         خطة تنفيذ الأعمال متضمنة الجدول الزمني للتنفيذ

4-      المعايير المرجحة :

·          60% العلامة التقنية (الخبرة السابقة، جودة العناصر، تسليم الأعمال..)

·         40% العلامة المالية – أفضل سعر.

5-      التسليم :

سوريا -دير الزور -سفيرة تحتاني

6-      صلاحية العرض :

يجب أن لا تقل عن  120 يوم تقويمي.

7-      شروط و طريقة الدفع :

سيتم دفع جميع الدفعات بعد موافقة AFH على التسليم الكامل للعمل

– سيتم دفع  ب دولار امريكي و بعد موافقة AFH على التسليم الكامل

– سيتم الدفع خلال فترة  10 إلى 30 يومًا تقويميًا من تاريخ استلام AFH للخدمة بشكل مرض.

– سيتم التحويل عن طريق الحوالات المالية او نقدا للمزود

لن تكون AFH مسؤولة عن أي تكاليف ناشئة عن اتفاقية الاعمال هذه ما لم يتم النص صراحةً عنها في هذه الاتفاقية.

8-      العرض المالي :

يتم تقديم العرض المالي بالدولار الأمريكي بعد التدقيق و التأكد من عدم وجود أخطاء حسابية حيث يحق لمنظمة AFH استبعاد أي عرض يحتوي على أخطاء حسابية.

9-      شروط عامة :

–           سیتم التعامل مع جمیع المعلومات المقدمة في طلب عرض الأسعار على أنھا سریة ولن یتم مشاركتھا مع أي طرف ثالث.

–          یوافق مزود الخدمة على الحفاظ على السریة, وجمیع معلومات الشراء في جمیع الأوقات, ولا یمكن مشاركة ھذه المعلومات

مع أي طرف ثالث تحت أي ظرف من الظروف دون موافقة خطیة صریحة من إدارة AFH.

–          تحتفظ AFH بالحق في رفض أي عرض ولن یتم بالضرورة قبول أو تقدیم العرض الأقل مالیاً وإنما وفقاً للمعاییر المذكورة أعلاه.

–          لن یتم قبول / النظر في العروض التي لا تستوفي متطلبات ھذا الطلب أو العروض التي لم یتم استلامھا بحلول الموعد النھائي

المحدد في ھذه الدعوة.

–           يجب تقديم جميع العروض بشكل مستقل ، دون أي اتصال مسبق ، أو تبادل معلومات ، أو مقارنة رقمية ، أو تصنيف يشمل شركات أو أفراد أو عروض تقديمية أو عروض أخرى استجابة لهذه الدعوة. وذلك لضمان عدم منح أي عقود من الباطن بطريقة قد تضر بشفافية ونزاهة عملية تقييم العطاء

–          یجب أن تكون جمیع العطاءات نھائیة وغیر قابلة للإلغاء خلال الوقت المحدد لقبولھا.

–          لن تكون AFH مسؤولة عن أي تكالیف یتكبدھا العارض بخصوص ھذه الدعوة.

–          تحتفظ AFH بحقها في الحق بقبول أو رفض أي أو كل العروض أو زيادة أو تخفيض كميات المواد المطلوبة أو تجزئة العرض بين مقاولين أو أكثر حسبما تقتضي مصلحة المشروع.
