Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The IRC Economic Recovery and Development (ERD) team supports Syrian IDPs and Iraqi refugees (on and off camps) via food distributions, NFI distributions, voucher, and cash programming as well as targeted livelihoods training and support to small and medium enterprises.  At the beginning of January 2019, the ERD team opened a Livelihood Center in Al Raqqa which provides vocational training, business start-up grants, business and life skills sessions and apprenticeships.

The Livelihoods outreach assistant will be the point of contact between the Child Protection Program and the Livelihoods Program within the framework of coordination and cooperation between the two programs.

Responsibilities:

  • conduct outreach about Livelihoods activities including Vocational training, Apprenticeship, financial management training, VSLA and explain the business proposals for the beneficiaries.
  • work as a focal point to manage Cases referred from case management from the child protection program,
  • identify cases and needs that will be directed/referred to the respective services in the Livelihoods Center in Al Raqqa City
  • Conduct sensitization sessions within the community to promote the integration of child protection and livelihood programs.
  • participate in Conducting assessments to understand the needs, challenges, and aspirations of the community regarding livelihoods and child protection.
  • Collaborate with other program staff, community leaders, and local organizations to ensure a coordinated approach to integrating livelihoods and child protection services.
  • facilitate accessing child caregivers to livelihood and economic services provided by the IRC.
  • support families in accessing livelihood-related resources, training, and opportunities and help individuals develop livelihood skills.
  • Act as a communication point between the program and the community, and educate community members about available livelihood opportunities and resources.
  • Keep track of program activities, document community feedback, and report progress to program managers.
  • Collect relevant data and information related to child protection and livelihood activities in the community.
  • participate in ensuring the effective and coordinated implementation of both child protection and livelihood programs.
  • participate in monitoring the delivery of services and activities to ensure they are aligned with the integrated approach.

Other:

  • Other relevant duties as assigned by the supervisor to support the implementation of the program.

Required Experience/qualification/Skills:

 

  • University degree, preferably in business administration, economics, engineering, or an academic degree in other fields alongside relevant experience in this field.

    Previous experience in the humanitarian field or in community outreach.
    •  Demonstrated interest in and enthusiasm for working with children and/or families.
    •  Experience identifying and referring casest or service provision preferred.
    •  Ability to discuss sensitive issues with respect and empathy.
    •  Ability to maintain confidentiality and respect for clients at all times.
    •  Ability to work independently and under pressure.
    •  Excellent communication skills and confident interpersonal interaction

       Language/Travel: 

  • 75 % to field sites in ERD business locations and activities.
  • English literacy and fluency in Arabic.

Position directly supervises: None.

Indirect Reporting (If applicable): Livelihoods manager.
Key Internal Contacts: SME officer, SME assistant, ERD admin assistant, training assistant, HR, Finance, supply chain, Access, and IT sectors. 

Key External Contacts: HAO, market actors.
