Job Requirements:

ESSENTIAL REQUIREMENTS

– Degree in civil or environmental engineering. A specialization related to environment, water or solid waste management would be considered an asset;

– At least two years of relevant work experience in the WASH sector, preferably in a technical position;

– Experience in developing BoQs for construction and in planning, supervising and monitoring construction or rehabilitation works. Previous experience in Health Waste Zone construction is considered an asset;

– Previous experience in WASH in Health is considered an asset;

– Capacity to coordinate effectively with local partners, including local authorities;

– Capacity to develop and lead a joint work plan in coordination with partners and local authorities;

– Good knowledge of using and designing in software’s (AutoCAD, etc.);

– Excellent knowledge of MS Office (especially in MS Word, MS Outlook, MS Excel)

– Fluency in English (excellent), Kurdish and Arabic and ability to translate, if required;

– Good writing skills and experience in writing reports;

– Proven ability to work effectively with multi-cultural and multi-disciplinary teams and environments;

– Communication Skills: Excellence in writing and presentation;

– Fluency in English (excellent), Kurdish and Arabic and ability to translate, if required;

– Soft skills: Proactive and problem-solving attitude, excellent time management skills and ability to multi-task and prioritize work, ability to work in team and taking the lead on specific tasks, willing to learn and grow professionally and personally.

Job Description:

Job description and main tasks

The WASH Technical Officer is part of UPP WASH team. He/she ensures that WASH minimum standards are applied in all HCFs supported by UPP together with the local partner KRC. He/she also plays a crucial role in providing technical support to the partner, and leads all activities in support to local authorities in the area of competence, with a focus on wash in health and HWM but working if needed also on intervention related to water access.

Program implementation, technical support and capacity building

WASH in UPP/KRC supported health facilities

– Ensuring that correct wash standards and procedures (related to water, sanitation and hygiene, health waste management, vector control) are applied in the HCFs of pertinence, through the implementation of the established monitoring procedures and in coordination with KRC wash team

– Regularly analysing the data collected by KRC team during daily monitoring;

– Implementing regular field visits to the HCFs of pertinence, and carry out periodic wash assessments;

– Based on the results of the data regularly analysed and collected, developing together with the WASH specialist work plan to answer to the gaps and follow up its joint implementation with KRC WASH team

– Implementing WASH trainings for HCFs relevant staff. Whenever possible, a ToT approach should be adopted, with the incumbent training KRC WASH team to carry out such trainings, and then offering support if needed

– Developing BoQs for WASH rehabilitation or construction needs in the HCFs;

– Supporting technical evaluations during tender procedures and supervising works’ implementation;

– Ensuring that needed WASH equipment is always available in the HCFs or reference, developing list of needs to be raised to relevant PMs;

– Participating in the development of technical documents such as SoPs, ToR for technical staff, etc.

– Capacity building and technical support to KRC wash team. In the work in UPP/KRC facilities, the incumbent should always promote the active participation and lead of the WASH team of the local partner (in trainings, BoQs development, monitoring, etc.) offering technical support when needed

Support to local authorities / wash in health and HWM

– Leading the implementation of the activities in support local authorities in the field of wash in health and Health Waste Management in the geographical area of pertinence, in close coordination with AMB6 PM and according to the agreed project work plan;

– Implement regular meetings with DoH, DoLAE and KRC to assess the implementation of the activities and develop joint work plans

– Leading the capacity building process of DoH, DoLAE and Municipality staff on safe health waste segregation and disposal, developing and implementing the needed trainings and technical follow up

– Supporting DoH, DoLAE and municipalities to establish and strengthen clear, written structures and procedures for HWM monitoring and implementation

– Technical support to DoLAE and municipalities to strengthen their capacities to manage and supervise Health Waste Zones, including maintenance and technical rehabilitations when needed;

– Developing BoQs for HWZ rehabilitation and expansion (if needed), support tenders’ technical evaluations and supervision of the works;

– Implementing trainings on HWM targeting public and private hospitals;

– Assess needs related to HWM equipment and raise these to AMB PM;

– Technical support and guidance to Las in establishing and implementing a system for the safe disposal of expired pharmaceuticals;

– If needed, support the team in Raqqa area, also through field visits if necessary

Support to local authorities / access to water

– When relevant, lead the technical supervision of interventions in support to local partners, in particular Water Directorates, to improve water access for the population (ex. Rehabilitation of water stations or boreholes, etc.)

Reporting

– Lead the writing of the monthly technical report, collecting inputs from the rest of the team and preparing the consolidated version

– Prepare reports of trainings, meetings and field visits, share them promptly with the team and store them in the correct place on the internal cloud system

– Regularly update the activity tracker;

– Ensuring that also the partner’s activities are duly reported and reflected in the reports (both technical and project reports);

– Ensure that the rest of the team correctly update documents on the cloud.

Internal and external Coordination

– Participate to periodic meetings of the projects she/he is focal point for (LEARN, AMB), and being the focal points for these projects for any coordination needed between program and technical team

– Constantly coordinate internally with his/her line manager, with the rest of the team and with other departments according to needs (logistic, MEAL)

– Regularly coordinate with KRC counterpart as well as with involved LAs

– Leading the coordination with other local or international NGO active in the geographical area of reference, in order to create synergies (ex. Refer wash needs that UPP cannot meet, answer to needs raised by other actors, etc.)

– When relevant, participate to camp coordination

Assessment and new project development

– Carry out technical need assessments needed for the development of new project proposal and interventions in the WASH sector and through field visits, meeting with stakeholders, collection of information, etc.

– Develop BoQs and costs estimations for project development;

– Develop technical assessment tools.

General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria.
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).
