Program / Department Summary:

The Cash Working Group IMO is hosted by organization. The cash working group plays an essential role in ensuring coordination efforts related to across all cash-based programming in the region understanding that cash is a modality implemented across various sectors. The overarching goal is to fortify field-level collaboration and establish systematic connections among international NGOs (INGOs) and other coordination entities. The Cash Working Group (CWG) works closely with Northeast Syria coordination structures to streamline the design, development, implementation, and monitoring of CVAs in the region, with an eye toward potential scale-up. Serving as a platform for coordinated action on strategic, technical, and operational issues related to cash-based responses, the CWG focuses on the key areas of Information sharing, harmonization of standards and practices, and technical support to advocacy work to enhance the overall effectiveness and impact of cash-based responses in Northeast Syria.

The Position

The IM Officer will assist in overall information management including data collection, analysis, and visualization of cash responses in NES enabling the Cash Working group and the wider humanitarian actors to understand and address gaps. The CASH IMO will support area-based planning, visualizing monthly progress in relation to market functionality and the CWG member organizations overall work progress. S/he will be supervised by the NES NGO Cash Working Group Coordinator. The position will require coordination with the CWG member organizations, NES NGO Forum Information Manager as well with other NES working groups IMOs.

Essential Job Responsibilities

Information management, analysis, and reporting

  • Collect, input, and consolidate data from various partners to inform decision making.
  • Analysis of relevant data to better inform cash interventions in NES with the support of the Cash WG Coordinator.
  • Under the supervision of the Cash WG Coordinator, ensure that relevant information is easily accessible, and useful to humanitarian and development actors implementing cash programming.
  • Working closely with the Cash WG Coordinator, identify potential solutions that support better information sharing and analysis.
  • Preparation and submission of internal and external reports (including but not limited to, 4ws, statistical reports, data visualization, monthly reports, infographics, dashboards …etc.)
  • Support humanitarian needs assessment engaging closely with partner organizations.
  • Development or maintenance of information sharing platforms including data visualization.
  • Other duties as assigned by the line manager.

Coordination, Influence & Representation

  • In coordination with the Cash WG Coordinator, facilitate meetings, and training sessions to support actors implementing cash in line with minimum standards.
  • Coordination with other IM units, including NES Forum IM Unit, sectors IMs, and the Whole of Syria CWG IMs to ensure consistency in data collection and analysis.
  • As requested by the Cash WG Coordinator, engage with other partners implementing cash programming in NES
  • As required, work closely with the Cash WG Coordinator (and deputy coordinator) in establishing and maintaining positive work relationships with key stakeholders including but not limited to INGOS, LNGOs, relevant local authorities, donors.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Adhere to all organization policies and procedures as outlined in organization policies and procedure manuals.

Accountability

Reports Directly To: Northeast Syria Cash Working Group Coordinator

Works Directly With: All International and local NGOs operating in Northeast Syria, sectors’ IMOs, local authorities if required, the CWG contracted consultants and trainers if any, and any other agencies if delegated by the line manager.

Minimum Qualification & Transferable Skills:

  • Bachelors’ degree in the field of Information Technology, Information Management, Computer Sciences, or any other related field.
  • At least 3 years of work experience in the fields of data and information management, information technology or any other related field is a must.
  • Experience in web design, data visualization, GIS software is desired.
  • Proven experience in humanitarian information management, database management, data visualization, or data analysis is required.
  • Ability to work well in a small team, operate under pressure, prioritize and deliver high-quality work within deadlines, and meet team objectives.
  • Excellent skills in Excel are a must; knowledge of data collection and mapping tools is a plus.
  • Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required, interpret, and analyze data and translate it into effective information.
  • Demonstrated skills in planning, organizing, analyzing and reporting.
  • Ability to interact effectively with international and national personnel, as well as with project partners and community members.
  • Excellent in written and spoken English, Arabic and Kurdish, good writing and reporting skills.
