Medical Manager – Resilience

 

MAIN RESPONSIBILITIES

The Medical Manager is a senior member of the project and will be primarily responsible for managing health component of resilience project in Raqqa governorate include design and implement HMIS, capacity action plan, pharmaceutical management, medical related guidelines / SOPs, EPRP plans, and strategies / plans, etc. at primary health care level. The Medical Manager will support the project manager and Medical Coordinator in carrying out health needs assessments, surveys, developing new project proposals, and drafting donor reports. He/she will attend and / or arrange internal and external meetings.

  • Base: Position will be based in Raqqa

TASKS DESCRIPTION:

 

  • The Medical Manager will oversee the health resilience program in Raqqa governorate of Northeast Syria.
  • He/she will support the project manager and Medical Coordinator in technical medical areas inside budgets, work plans, other related project documents and donor reports.
  • She / he will be responsible to fortify community resilience for health, enhancing the capacity of other health actors and NGOs in delivering quality services, and reinforcing the Essential Primary Health Package in targeted PHCs including community level health interventions that seeks to promote healthy practices and improve wellbeing of the community.
  • She/he will be responsible for ensuring, at the field level, that medical/clinical services are implemented in an integrated, coordinated, and sustainable manner to ensure the quality of care according to the standardized protocols and guidelines.
  • Along with the project manager and Medical Coordinator, propose any revision, update and adoption of medical protocols, service provision, and partnerships.
  • She/he will provide continuous inputs/support to the country coordination team to ensure that the different components of the program are consistent and in line with the health needs of the population.
  • She/he will work closely with the HMIS (Health Management Information System) team to ensure receipt of accurate and high-quality correct data from all PHCs, maintenance of the HMIS database on monthly basis, regular data analysis and generation of reports and ensure all updates have been shared with the project manager and medical coordinator in a timely manner.
  • She/he will work closely with the Pharmacy team to ensure a correct forecast of the quantity of drugs for procurement and that all consumption and stock data have been maintained correctly at both PHC and field office levels.
  • She / he will take the lead in designing, updating, and implementing Emergency Preparedness Plans for major epidemic prone diseases, contingency plans for human-made and natural disasters and to keep these documents updated., Guidelines, and protocols with the perspective of resilience.
  • She/he is responsible for updating service mapping and establishing a referral pathway to ensure a meaningful referral process is established for medical and non-medical cases.
  • She/he is responsible for coordinating closely with the MHPSS team to ensure MHPSS is implemented in an integrated manner and protection is mainstreamed with health services.

Reporting

Below are some of the reporting responsibilities of Medical Manager:

  • Prepare and present periodic reports, SitRep, outlining the progress, supervision, trainings, and challenges encountered in the medical aspects of the project.
  • She/he will take a lead in carrying out health needs assessments and surveys in the project in close coordination with LHA and other program and support units (MHPSS, Security, Logistics) of MDM and provide the necessary support to the project manager and Medical Coordinator in finalizing assessment reports.
  • Review the weekly/monthly data and share information immediately with the project manager and medical coordinator regarding any outbreak or epidemic in supported health facilities and catchment areas.
  • Receive morbidity data of implemented services on monthly basis; review; analyze and submit to the project manager and medical coordinator.
  • Report the activities conducted by community health workers regarding health and nutrition on monthly basis in coordination with the MHPSS team.
  • Report any security-related issues to the Project manager.

Quality Management

  • Regular monitoring of health facilities and community interventions to ensure quality and effectiveness of medical interventions and initiatives; implement improvements as necessary; and report to Project manager and medical coordinator.
  • Provide technical support to MEAL department in gauging impact and effectiveness of project interventions through assessments, surveys, evaluations, and FCRM etc.
  • Promote and use the organization’s guidelines, protocols, and operating procedures.
  • Design and implement quality checklists as per relevant policies and standards relating to health service delivery including WHO and UNICEF standards, Ministry of Health and donor guidelines, and other good practices.
  • Participate as requested in the organization of internal workshops and training sessions to keep up with changing trends, new guidelines, and best practices.
  • Develop detailed monitoring plan and conduct regular on-job supportive supervision and joint monitoring visits.

Communication & Coordination

  • Collaborate with project stakeholders such as other medical NGOs and organizations, relevant authorities through meetings, training, workshops, etc. at the governorate level to ensure adherence to medical standards and best practices.
  • Attend technical team meetings at base level and mission level.
  • Take lead in organizing meetings and workshops with other health NGOs / actors to ensure project activities related to advocacy and health system strengthening.
  • Participate in health and nutrition working groups and task forces as required.

Logistics

  • Manage the correct and timely ordering of all necessary medicines, supplies, and equipment for the assigned health activities, ensuring minimum stocks are maintained and items are distributed correctly
  • Work closely with the Pharmacist to monitor the rational prescription of drugs, and monthly consumption correlated to morbidity data, to ensure that Pharmacy management is done according to international standards.

Other

  • Keep the organization team informed on any issues related to logistics needs for the medical teams in the PHC.
  • Supporting operational organization of PHC trips and organization programs/activities
  • Translate verbally and in writing when necessary.
  • Participate in internal meetings.
  • Integrating gender equality measures at the field level
  • Conduct field/PHCs joint visits with MHPSS focal persons and CHWs monthly meetings with the health facility manager and case manager.
  • Any other related ORGANIZATION tasks as assigned by the supervisor/line manager.

PROFILE:

  • University degree in Medicine (MD) is essential. Master’s in public health will be an asset.
  • At least five years’ experience of implementing similar projects (resilience projects) in any NGO environment.
  • Experience in development of SOPs, guidelines, and response plans in health.
  • Ability to work effectively, under pressure, and with short deadlines with minimum supervision.
  • Experience in supporting emergency response by deploying or providing remote support as needed
  • Fluent English is required for the position
  • Advance knowledge of Excel, MS Office, PowerPoint, and outlook
  • Flexibility, reactivity, anticipation, adaptability.

  • Good communication skills.
