PRESENTATION OF THE ORGANIZATION

SOLIDARITES INTERNATIONAL is a humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 40 years the association has focused on meeting three vital needs – water, food and shelter. Currently present in Syria since 2012, SI carries out emergency / post-emergency programs in WASH sector in NES region.

DESCRIPTION OF THE POSITION

Under the responsibility of the MEAL Team supervisor and supervision of the MEAL Manager, the MEAL Officer works on the monitoring of the activities’ implementation. He/she collects data and provides evidences of the program’s progress and achievements. He/she implements the Complaints Response Mechanism (CRM) and ensures transparency and accountability throughout all programming to the beneficiaries.

 

List of main tasks:

 

Monitoring and Evaluation

  • Contributes to the creation & feedback of monitoring & evaluation tools
  • Supports the MEAL supervisor in centralizing and organizing data collection for activities and outputs as defined in the M&E plan.
  • Actively participate in assessment tools and forms training sessions led by the MEAL supervisor/MEAL manager
  • Collect accurate and comprehensive data at field level (post distribution monitoring, beneficiary selection verification etc.) and make sure that all available aspects are covered.
  • Ensure that all data is entered on time and consistency and quality is of a high level.
  • Monitor that crosscutting aspects like gender and “do no harm” are taken into account in the activities.
  • Ensure that contractual qualitative and quantitative data about programmes is easily available upon request.
Accountability & Learning

  • Ensure beneficiaries are aware and feel comfortable to use the Complaints Response Mechanism (CRM) in all its different forms.
  • Actively participate and on-train other non-MEAL staff on the CRM process, its objectives and the importance of accountability in general.
  • Ensure the appropriate selection on beneficiaries through performing beneficiary selection verification processes with each selection phase.
  • Make recommendations to the MEAL Supervisor and MEAL Manager regarding improvements to be made for the CRM and beneficiary selection process.
  • Conduct baseline & end line surveys, providing analysis on the difference at the end of the program and potential (positive & negative impacts)

Reporting/Communication  

  • Draft M&E reports and provide project updates and recommendations as requested by the MEAL Manager.
  • Keep monitoring tools and files archived.

  • Under the hierarchical authority of: MEAL Supervisor
  • Hierarchical authority over:  Deputy Meal Manager
  • Under the functional authority of: Meal Manager.
  • Functional authority over: N/A.

PROFILE FORSAKEN            

Education:

  • Preferable
  • University degree in a relevant field (math or social since)

Professional Experience:

  • mandatory
  • minimum 1 year experience in the relevant field (MEAL).
  • Previous experience working on data analysis and reporting with other MEAL departments.
  • Previous experience with international NGOs.
  • 2 years’ experience in the relevant field (MEAL).

Language:

  • mandatory
  • Intermediate level of English B2.
  • Advanced level of English C1

IT:

  • mandatory
  • Advanced level of using MS Excel mainly in data analysis and pivot tables
  • Advanced level of using MS Word mainly in writing narrative reports
  • Ability to use MS power point to provide presentations for the program team.
  • Ability to use more advanced programs like MS power BI.
