Context of the position and key challenges
The Enumerator has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). Enumerator has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. Enumerator carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

The Enumerator, under direct supervision of the Field Officer, is responsible for collecting assessment data relevant to REACH assessments in all NES. This includes data collection (via electronic and/ or paper tools), support to data entry, and follow ups after data collection where necessary.

He/she will be based either in Hasakeh governorates based on area of coverage and assigned the closest office possible to report for administrative matters. ALL TRANSPORTATION COSTS RELATED TO DIRECT DATA COLLECTION, TRAVEL IN THE FIELD, OR COMMUTING TO BASE WILL BE THE RESPONSIBILITY OF THE ENUMERATOR TO COVER, except in case of movements from base to camps, in which ACTED cars will be provided to the extent feasible.

Objectives

Objective 1: Data collection

Enumerators collect data by contacting Key informants (KIs). The network of KIs is based on enumerator’s existing contacts, in addition to KIs provided through coordination with local authorities as is relevant. The number of KIs required for each assessment will vary, but multiple KI relationships should be established at the community level with varied fields of expertise. The enumerator is responsible for establishing and maintaining a relationship with all KIs so that the enumerator can return each month to collect data.

 

Objective 2: Data quality

Enumerators will ensure that the data they collect is accurate and that they are following the methodology of each assessment. When there are follow up questions from the research team, enumerators will be able to answer these in a timely way.

Objective 3: Reporting

§  Providing regular reports at frequent intervals on the progress of activities and on relevant observations.

§  Reporting directly to Field Officers and the Field Manager whenever requested

Key roles and responsibilities
Duties and Responsibilities

 

To collect data and information in the field through interviews/online, focus group discussions, field visits and surveys.

·         To ensure transparent, accurate and timely collection of quantitative and qualitative data and information.

·         To ensure a regular, effective, and comprehensive communication with supervisors

·         To cross-check information accuracy with the database entry.

·         To support geo-referencing conducted in the field.

·         Any task request by supervisors.

 

Key Performance Indicators

·         %98 Of Kobo forms submitted on time on a monthly basis.

·         Number of KIs contacted.

%95 The accuracy and quality of the information.

Required qualifications and technical expertise
QUALIFICATIONS

·   High School and above

·   Only Female candidates.

·   At least 6 months of experience in collecting data in NGOs.

·   Min 1 year of total experience

·   Fluent in Arabic.

·   Basic English

·   Resident in Darbasiyah

·   Ability to move between North-East Syria governates.

Preferred:

·         Data Collection experience with INGOs for 6 months.

·         Familiar with using Kobo and GPS.

·         Experience as enumerator with a REACH or ACTED team.

·         Intermediate English.

·         Diploma Level and Above

·         Past job experience in similar position as Enumerator

·         Familiar with using Excel and Word.
