Job Requirements:

ESSENTIAL REQUIREMENTS

o Syrian nationality.

o Degree in information management, computer science or engineering, technology, or other related areas.

o Proven experience in health-related information systems.

o Proficiency in MS Windows, MS Office packages (especially Excel), and database applications (SQL).

o Proficiency in creating reports and visualization through tools like Power BI and Tableau.

o Two years of hands-on experience in managing health-related data.

o At least two years of practical experience within organizations that provide assistance to health services in North East Syria.

o Proficiency in both English and Arabic languages.

o Proficiency in Kurdish is considered advantageous.

o Availability and commitment for the full duration of the project contract (full-time).

Job Description:

DEFINITION OF THE POST

The IM officer in UPP works directly under the MEAL department, receiving supervision from both the IM Specialist for the ERSHAD project and the Head of Department (HoD) for MEAL in UPP. The IM officer also works in close collaboration with health team to facilitate the establishment of a health information system and dashboard that will contribute to the functioning of the healthcare system in the North East Syria (NES) region. The IM Officer plays a crucial role in the effective management and utilization of health-related data within the organization. This role involves handling various data sources, implementing data management systems, generating reports, developing dashboard visualizations and ensuring data accuracy to support decision-making, program evaluation, and overall health information system. The Health Information Officer ensures the accuracy, security, and timely reporting of health data, contributing to the improvement of healthcare services and outcomes.

                                                                   ROLE AND RESPONSIBILITIES

Collaborating with the MEAL and health teams, the Information Management Officer will undertake tasks related to:

  • Data and tools management, Reporting, and visualization (80%)

o Work closely with health teams to understand data needs and requirements, address data-related inquiries, and align data collection and reporting efforts.

o Collaborate with health teams to gather relevant health-related data from multiple sources including internal databases, external partners, and field operations.

o Verify the accuracy and completeness of collected data to ensure data integrity.

o Able to think critically about data and information, triangulating and crosschecking data when needed and with minimal guidance.

o Implement routine data quality checks and collaborate with health teams to rectify inaccuracies or inconsistencies.

o Support the development, implementation, and maintenance of electronic health information systems all through NES.

o Analyze data to identify trends, patterns, and areas of concern.

o Prepare regular health reports and develop visualization dashboards to support decision-making and program evaluation.

o Contribute to the development, refinement and monitoring of health indicators to capture relevant data.

o Design and create data collection tools compatible with XLS forms, such as to KOBO, ODK, and other related tools.

o Update paper and/or electronic monitoring tools as needed to resolve any problems encountered during data collection in the field.

  • Capacity Building (10%)

o Provide training to data clerks and health professionals on data collection protocols and reporting procedures.

o Training of monitoring assistant staffs and other relevant personnel on the monitoring data collection tools and processes.

  • Communication (10%)

o Support timely information sharing regarding IM challenges and needs.

o Coordinate closely with the MEAL team to acquire all relevant and required support.

The IM Officer will receive close coaching and mentoring from the Deputy MEAL manager and IM Specialist to carry out the tasks mentioned above.
