General Position Summary:

Based in the Syria office in HSK and reporting directly to the protection and gender mainstreaming coordinator, the protection, gender, and referral officer will provide a variety of tasks in support of an FCDO funded project that focuses on improving women and girls’ wellbeing, safety and dignity and agency. The program aims to raise awareness around GBV at the household and community level and to increase women’s meaningful participation at all levels of the value chain.The protection, gender and referral officer support the protection coordinator with the implementation of gender and protection activities in NES. The protection, gender, and referral officer will work closely with gender and protection officers to lead community awareness sessions on gender and protection and facilitate couple’s dialogues as part of organization Violence Against Women and Girls Programming.

Additionally, this position is responsible for responding to protection concerns by referring individuals to the appropriate service providers, coordinating with the agencies who have the required services, and following up with the individual and with the receiving agency to ensure a successful referral. Duties include maintaining program compliance, coordinating case file reviews, and providing monthly reports to the gender and protection mainstreaming coordinator. This position will also participate in program planning and staff development through onboarding new staff, and partners through training on safeguarding, gender, and protection training.

Essential Job Responsibilities

Program support:

  • Refer participants to key service providers in accordance with organization guidelines and SOPs.
  • Maintain and update electronic databases and records for each client and keep detailed notes of all casework activities.

●       Ensure proper documentation of reported CP&GBV incidences through utilization of case intake, action, follow up and other case management forms appropriately.

  • Follow CP&GBV guiding principles of respect, confidentiality, and safety /security and non-discrimination while providing services.
  • Monitor how the Protection referral pathway is working through making direct follow ups with other organizations that are providing services.
  • Support the development of referral service mapping. Collect information on access to services, and provide regular updates on changes to services available.
  • Conduct and facilitate regular community engagement and awareness raising activities as required.
  • Ensure protection risks on the vulnerable are continuously monitored in a safe, organized and ethical way and prepare regular reports for the line manager.
  • In collaboration with the line manager, identify, prioritize and mitigate protection risks in the area of operation.
  • Proactively share suggestions and recommendations on the program’s activities with the line manager and suggest adjustments if needed.
  • Under the supervision of the Protection and gender mainstreaming Coordinator, support the design and planning of Protection activities for women – mainly; couple sessions, community dialogue, community events, stakeholders dialogue, and awareness sessions.
  • Prepare weekly and monthly activity schedules for the activities and oversee its application.
  • Contribute to the adaptation of technical resources to be used for activities’ implementation.
  • Facilitate the related sessions, starting with pre-test to the closer.
  • Ensure implementation of the activities are in line with mission values and SOPs, relevant national/international standards, codes of conduct, and humanitarian principles, and be responsible for the timely and successful implementation of planned project activities.
  • Supervise monitoring activities to assess the quality and effectiveness of projects. Provide follow-up recommendations and solutions where there are problems in implementation.
  • Ensure program implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.
  • Ensure participants’ feedback is systematically sought and complaints are addressed in coordination with the CARM and MEL team.
  • Ensure participants’– participate actively in the project’s design, planning, implementation, and monitoring.
  • Oversee the data collection process and ensure its accuracy. Monitor project progress and quality and contribute to the successful attainment of project targets in line with agreed indicators.
  • Contribute to the design of MEL surveys with the line manager and the MEL team and actively participate in conducting them and analyzing key findings.
  • Contribute to the development of procurement plans and raise purchase requests when required.
  • Ensure movement plans are prepared on time and according to the project activities schedule.

FINANCE & COMPLIANCE MANAGEMENT

  • Ensure compliance with donor and organization regulations related to humanitarian programming.
Security
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

ACCOUNTABILITY: Protection and Gender Assistant

REPORTS DIRECTLY TO: protection and gender mainstreaming coordinator

WORKS DIRECTLY WITH: social cohesion team, Program team, M&E team, CARM, operations and finance staff (logistics, procurement, finance, administration).

Minimum Qualification & Transferable Skills :

  • University degree in psychology, social work, pedagogy, social sciences or another relevant field.
  • Minimum two years’ experience working with an INGO or LNGO.
  • Previous experience in humanitarian project and human resources management.
  • Commitment to and understanding of core values and principles.
  • Previous experience in emergency contexts and in the provision of assistance to IDPs and/or refugees.
  • Commitment to gender, diversity and human rights.
  • Ability to work in unstable, uncertain or potentially dangerous environments, independently and in a team.
  • Excellent reporting and data management skills.
  • Strong management and coordination capacity and excellent interpersonal communication skills.
  • Excellent interpersonal and facilitation skills.
  • Excellent skills MS Word, Excel, Outlook, Power point.
  • Fluency in Arabic and English, both written and spoken.
  • Proactive and helpful attitude, ready to take on a variety of new tasks.
  • Develops and encourages new and innovative solutions.
  • Good interpersonal skills to work effectively with different stakeholders, including different communities in the target areas, humanitarian actors, service providers, local and national authorities.
  • Not afraid to pilot new ideas, fail, and learn from mistakes.
  • Willingness to travel in and out of the field.
  • Experience working in Northeast Syria, particularly in Hassakah governorate.
