Location: Raqqa

 

The Opportunity:

 

  • Be responsible for the technical part of needs assessments and participate in the selection of new Organization facilities in NES camps related to Raqqa Field Office to be established in the new projects, through technical feasibility studies, visits to facilities and sites.
  • Ensure the selected sites are appropriate as per the project requirements & as per the standard construction guidelines and have been agreed by relevant stakeholders.
  • Be responsible for the technical part of needs assessments and participate in renovation & rehabilitation & reinforcement of offices & WHs & GHs related to organization offices through technical feasibility studies and visits.
  • Measure work progress, fill Measurement Bills (MB) as per actual work progress and report to Line Manager
  • Ensure the standard and quality of construction materials for renovation, reconstruction and construction works according to national standards and organization standards.
  • Provide technical support to strengthen capacity of the partner staffs for quality implementation of reconstruction, renovation, and construction work of the project through hands on coaching, and guidance.
  • Be responsible for ensuring that all construction activities are carried out in a safe and secure manner, adhering to all applicable laws, regulations, and norms.
  • Ensure that all the construction works are child friendly and meet the minimum requirement of national building code and other national standards.
  • Monitor the progress against planned activities and results and corrective actions if required for achieving the target results.
  • Maintain regular communication with relevant team members for quality, and timely accomplishment of the works.
  • Ensure the partner organizations-maintained transparency and social audit of renovation, reconstruction and construction works.
  • Standby for preparing technical part of needs assessments and participate in the selection of target WASH facilities to be rehabilitated in the project, through technical feasibility studies, visits to facilities and sites, and meeting with authorities.
  • Under the guidance of line manager, explore potential areas for the WASH intervention with the coordination of local authorities, municipalities.
  • Support in preparing technical study package for WASH project and make sure the engineering design and drawing have consistency and according to engineering norms.

Program planning, design, and implementation:

  • Be responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the establishment & rehabilitation & renovation & reinforcement of organization facilities.
  • Prepare BoQs in line with international and/or national construction and wash standards, including reference to Sphere standards where appropriate and compliant with organization Quality Benchmarks.
  • Provide leadership and management support to site engineers in the field.
  • Provide advice and consultations on designing the canters to program team and designing the facilities.

Monitoring, Evaluation, Accountability and Learning:

  • Verify that establishment & rehabilitation & renovation & reinforcement works done by contractors are carried out according to quality standards established by organization through quality checklists.
  • Conduct regular construction monitoring visit to activities carried out in the targeted locations.
  • Follow up on monitoring systems to ensure they are implemented and review progress on a regular basis against the technical BoQs and intended outcome.
  • Support supply chain and program team in selection of the contractors and setting selection criteria.

 

Reporting:

  • Provide field visit reports, weekly progress reports with evidences of progress and challenges and flag any issues that delay/deviate technical standards, and verbal reports whenever necessary.
  • Develop/sign off construction/rehabilitation completion reports.
  • Assist WASH coordinator to prepare and submit all scheduled and occasional reports on time as per need of organization including case studies etc.

Integration, coordination:

  • Participate in team reviews of results and program progress and collaborate with other team members to ensure synergies and consistency in our programming approaches.
  • Coordinate with MEAL department to support to ensure that minimum standards for accountability to beneficiaries are met, including community participation and that systems for collecting feedback from beneficiaries are in place and actively used.

General:

  • In agreement with the Deputy Area Manager, perform other required duties within reason (in line with your skills and experience)
  • Comply with and enforce where appropriate organization policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

In In order to be successful you will bring/have:

 

Essential

  • Minimum 5 years’ experience in engineering field and 3 years’ experience in humanitarian organisations.
  • Proven ability to work as part of a team.
  • Knowledge on testing/engineering materials quality testing
  • Professional knowledge in engineering design, drawing, and estimating.
  • Ability to work independently whenever required.
  • Knowledge on SPHERE or international WASH standards in humanitarian contexts.
  • Basic report writing skills.
  • Good computer application skills in AutoCAD, Microsoft Excel, Word, PowerPoint, database, and network.
  • Strong Arabic skills, written and spoken. Good English skills, written and spoken.
  • Strong organizational skills.
