The Senior MEL Officer is responsible for assisting MEL Coordinator to facilitate coordination and communication among the MEL teams and other program teams for efficient and effective implementation of activities in a culturally responsive way. Supports the monitoring, evaluation and learning activities across all program interventions in their respective areas, provides the needed support for the MEL Officers in all data collection tasks including surveys and assessments. This includes setting work plans, providing needed resources and equipment, orienting the teams, cleaning and reviewing the collected data with the MEL Officer to draft the reports for the MEL Coordinator.

KEY AREAS OF ACCOUNTABLITY

  • Overall implementation of the agreed MEL systems in their respective areas both inside and out side of the camps
  • lead the MEL team to have appropriate communications with beneficiaries and stakeholders.
  • Comply with policies and procedures that ensure all program participants reach the provided services in a respectful and dignified manner.

Data collection

  • Create first draft of all monitoring data collection instruments/tools using MEL officer inputs and provide a complete draft of each instrument to the MEL Director for review and approval.
  • Set up and maintain a weekly activity plan for officers and field teams
  • Establish and maintain PDM and DM trackers on regular basis
  • Lead analyses of all data collected by the field monitoring teams.
  • Lead survey instrument Pre-test and/or Pilot all data collection instruments before they are administered in the field and recommend changes to improve monitoring instrument cultural sensitivity.
  • Manage the program data collection account including all digital data collection forms and data sets.
  • Review and revise summary statistics and narrative from the MEL Officer and prepare for submission to the MEL Director.
  • Create and maintain the program Indicator Tracking Table (ITT) and update all performance indicator values in their corresponding reporting frequencies (ex: weekly, monthly, semi-annual etc.)
  • Ensure strong coordination with program teams and implementation of monitoring protocols accordingly.

Planning

  • Create the weekly monitoring workplan and team calendar to clearly delegate the program monitoring schedule for all MEL team members.
  • Supervise the field team operational lead (MEL Officer) and monitor weekly monitoring assignments.

Capacity building

  • Identify MEL team training needs and capacity gaps based on random site monitoring visits to observe monitoring teams at work.

QUALIFICATIONS:

  • Bachelor’s degree in a related field

EXPERIENCE and SKILLS

(Define the experience and skills required for satisfactory job performance, these are in two categories such as ‘essential’ and ‘desirable’)

  • 3+ years of experience in Ona and other mobile based digital platforms
  • Excellent data analysis and report writing skills
  • 3+ years of experience supervising field data collection
  • 3+ years of experience completing data analyses and drafting reports
  • Strong understanding of mobile data collection systems, previous experience with kobo mobile data collection is preferred
  • Strong verbal and written communication skills Arabic, English is beneficial but not required
  • Experience working with INGOs, in the development / humanitarian sector, with knowledge of donor rules and regulation.

  • Ability to travel to all the program areas and any other areas in north and north-east of Syria.
  • Demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities
  • Proven ability to learn quickly, take initiative, and be accountable for results
