The senior Gender and protection Officer will spearhead the BHA protection team and will, under the overall supervision of the gender and protection specialist, be responsible for managing the successful implementation of the Gender and protection mainstreaming Program component. In this capacity, the senior gender and protection officer will be responsible for day-to-day supervision and oversight of the protection officers and various protection activities, administration, and implementation of the requirements of the programs. He/she will work closely with the other protection actors in the host communities and the camp leadership structures. The incumbent will ensure the provision of development services and products of the highest quality and standards. More specifically:

KEY AREAS OF ACCOUNTABILITY

  1. Program management and development
  • Create and execute a work plan, spending plan, and related systems to meet project deadlines and targets.
  • Support/help prepare monthly and specific reports on program-related topics.
  • Supervise and coach the Gender and Protection assistants to conduct surveys, participatory assessments, and/or community consultations focused on protection concerns and identifying Persons with Special Needs (PSNs) among the beneficiaries.
  • Supervise and coach the Gender and protection assistants to deliver awareness-raising activities for the targeted population on topics such as gender and protection mainstreaming, PSEAH, and training for relevant local authorities and service providers on gender and protection in NES.
  • Participate in developing proposals, budgets, and concept notes in coordination with the Gender and protection specialist, program directors, and HQ Technical Unit.
  • Assist the protection officers with establishing a Referral Network of service providers for the targeted population and work with the gender and protection specialist in undertaking advocacy interventions in close coordination with the protection AORS.
  • Oversee activities in information centers and conduct outreach activities to provide the targeted population with relevant information on services and address cases or protection concerns that the targeted beneficiaries report.
  • Contribute to developing the Country Sector Strategy for the  NES Protection Program.
  • Compile protection assessment reports on the protection concerns and priorities of the targeted beneficiaries collected during the protection monitoring activities.
  • Lead the safety audit assessments conducted periodically during the program cycle.
  1. Facilitate mainstream protection and gender into program implementation processes.
  • Under the guidance of a gender and protection specialist, provide support to the Project leads and in the project design to ensure that all project proposals have been designed with gender-sensitive approaches and the needs of women, girls, boys, and men have been clearly considered and included in the design and during the whole project cycle.
  • Regularly review planned activities and make necessary modifications when needed in response to any emerging circumstances.
  • Support the program team in establishing a gender-sensitive accountability mechanism for beneficiaries.
  • Contribute to the gender and protection mainstreaming efforts for the other sectors (i.e., CCCM, NFI, and WASH).
  • Support developing, updating, and implementing country-level protection, gender, and PSEAH strategies.
  • Supports monitoring of critical protection threats, providing technical support to the team to ensure that documentation is consistent with international standards and supports programmatic and advocacy responses in line with Blumont’s policies and procedures.
  • With direct support from the gender and protection specialist, develop context-adapted tools for planning, implementing, and tracking protection and gender mainstreaming initiatives, including outreach, beneficiary participation, program safety, and risk analysis; support programs to enhance participation and consultation of communities and works with them and other relevant departments to strengthen accountability to affected populations.
  1. Capacity development support to program staff and partners
  • In close Coordination with the gender and protection specialist, lead all capacity development activities within the gender mainstreaming component.
  • Support capacity building of the office staff in the fields of gender and protection mainstreaming, GBV risk mitigation and integration, diversity and inclusion, and PSEAH by providing training and refreshers.
  • Support in developing training materials, modules, and material for sessions, oversight on whether staff and mainstreaming gender by appropriately applying the skills acquired through training, including planning, evaluative monitoring, and reporting.
  1. Representation and Coordination in relation to Gender and Protection activities.
  • As requested by the line manager, represent Blumont at the cluster and working group meetings and update protection gaps and 4Ws regularly.
  • Maintain a safe and confidential record-keeping system and make sure referrals of cases are personal, secure, and in a timely manner.
  • Create and coordinate partnerships with local authorities, service providers, women’s organizations, and other stakeholders in target regions.
  1. Knowledge management and knowledge sharing
  • Keep track of gender and protection-related issues in NES and inform the team on changing vulnerabilities.
  • Support the gender and protection specialist in developing technical materials, SOPs, capacity building, and tools.
  • Write success stories about program and project developments related to gender equality and protection issues.
  • Contribute to developing Blumont’s internal\external reports, including donor reports and other requirements.
  1. Staff management
  • Recruit national staff in conjunction with the Human Resources Department.
  • Maintain updated job descriptions, conduct interviews, and orient new staff to Blumont and the Protection program.
  • Provide leadership, guidance, and support to the protection team through regular supervision and feedback on performance.
  • Build the capacity of the Protection Officers and assistants to improve their range of capabilities related to the protection program and its activities.
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly.

REQUIRED SKILLS AND EXPERIENCE

Qualifications and Education

  • Bachelor’s degree in social work, human rights, international law, Social Science, Statistics, or related field.

Experience

  • Minimum 3 years of progressive working experience in programs preferably related to protection and or gender/GBV.
  • Experience working with governmental and non-governmental institutions at the national and local levels.
  • Experience in international organizations is an asset.
  • Experience in the usage of computers and office software packages (MS Office, Outlook, etc.).
  • Good report writing skills.
  • Proficiency in oral and written English and Arabic
  • Ability to travel independently and work long hours in project operational areas.
  • Ability to work under pressure, independently, and in a team environment.
