REQUIRED QUALIFICATIONS

  • University/college degree
  • Demonstrable practical experience working as part of a safety and security department in the context of UN or NGO humanitarian operations.
  • Experience working with refugees or displaced communities or camps a plus.
  • Ability to advise and support field staff in a consultative manner.
  • Excellent communication and interpersonal skills and the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Must be organized and efficient.
  • Ability to receive feedback and adapt behavior accordingly.
  • A sound understanding of the importance of gender in humanitarian work.
  • Sensitivity to cultural differences and the ability to work in various cultural contexts.

JOB SUMMARY

International is an international non-government organization providing humanitarian assistance to the most vulnerable and displaced by the recent conflict from areas within and surrounding Hasakeh. In response, provides emergency wash, sanitation, and hygiene support to those recently displaced within camps, informal settings, and host communities.

is hiring a Safety and Liaison Assistant (SLA) to ensure the ongoing safety, security, and access liaison for all of staff and programs in their assigned area of responsibility (AoR) to enable them to provide humanitarian assistance within the camps and host community.

KEY RESPONSIBILITIES

  • Support Conduct daily supervisory checks of guards and access control sites in your AoR. Ensure a supervisor logbook is at each access control site and is signed after each visit.
  • Assist the Safety and Liaison Officer (SLO) in delivering daily safety and security briefs to field teams deploying from your base location. This must be provided before teams depart, and the Team Leader must sign the pre-deployment brief register. Conduct pre-departure spot checks of vehicles and equipment.
  • Continue to develop your safety and security network and ensure the timely sharing of security information with the OSU for further processing and analysis.
  • Support the SLO in reviewing and updating security risk assessments in your AoR
  • Support the SLO in conducting security risk assessments for new areas or facilities.
  • Always be contactable in emergencies, critical incidents, or crises.
  • Ongoing monitoring of atmospherics in the neighborhood close to the office and guesthouse. Monitor and report on incidents of crime, surveillance, suspicion, attacks, and other criminal acts in neighborhoods within your AoR
  • Ensure guards are reporting incidents, concerns, or general suspicion promptly.
  • Conduct monthly checks of office and guest house fire safety equipment, fire aid boxes, and hibernation kits and send a monthly summary of findings to the OSM and ODSM, indicating any losses, damages, or expired items.
  • Conduct a weekly internal and external perimeter check of the office and guest house and report any vulnerabilities, urgent repairs, or recommended improvements to the OSM and ODSM
  • Attend the weekly OSU department meeting and provide input on neighborhood atmospherics and acceptance, fire safety, and facility physical safety and security measures.
  • Schedule regular field visits with program field teams in your AoR to support and advise on safety and security measures and conduct safety and security reviews. Submit field visit summary to the SLO.
  • Take a proactive approach and champion positive communication and relations between the OSU and program staff to enable trust, timely and reliable reporting, and the continued growth of a safety and security culture.
  • Work with staff to ensure appropriate steps are taken to safeguard office premises, equipment, and residential property.
  • Ensure that all individuals understand personal responsibilities for their own safety.
  • Set clear standards for security and develop an individual and collective sense of security and safety awareness, and responsibility.
  • Monitor that all staff follow appropriate security and safety precautions and procedures and never risk their lives to protect property. Clearly articulate the consequences of not doing so
  • Know and respect the Safety & Security protocols related to vehicle movements, specifically those related to customs, checkpoints, and roadblocks. Ensure all passengers know and respect the security rules.
  • Assist the SLO with scheduling and submitting approval and permission requests to the relevant authorities in your AO, ensuring applications are submitted within the correct timeframe.
  • Professionally represent when conducting liaison tasks to establish meetings between management, program staff, authorities, and other stakeholders in your AoR.
  • Establish positive relations with authorities, community and tribal representatives, emergency services, and other key stakeholders within your AoR
  • Build and maintain positive collaborative relationships with safety and security counterparts in other NGOs.
  • Proactively ensure that the reputation of is promoted in your AoR and report and address any potential reputational challenges.
  • As directed by the OSM or SLO, attend local community forums if requested by program teams and ensure all liaison and engagement is conducted professionally, positively, politely, and non-discriminatory way
  • Support the SLO in developing and updating a detailed stakeholder mapping and database featuring NGOs, key stakeholders, emergency services, tribal and clan leaders, safe havens, medical facilities, etc.
  • Ensure authority permissions/approvals are archived in the OSU folder.
  • Hard copies of logbooks, such as access control, briefings, supervisor checks, etc., should be scanned and electronically archived and the end of each week.
  • Report any health, safety, or security concerns to the OSM and SLO immediately.
  • Support the SLO in arranging quarterly SOP and technical training for all guards in your AoR
  • Support the OSM and SLO in arranging routine fire safety drills, including fire safety toolbox talks.
  • Support the SLO to schedule safety and security SOP training and first aid training when directed by the OSM or DOSM
  • Attend internal training, mentoring sessions, and workshops that the OSM schedules.
  • Meet with the OSM to agree on your annual goal and objective. Revisit and review with the OSM each quarter
  • Attend INSO meetings or training as directed by the OSM.
