Key roles and responsibilities
Objectives

–        Mission 1: Implementation of FSL field tasks aligned with ACTED policies, procedures, and deadlines.

–        Mission 2: Capacity building FSL Project assistants.

–        Mission 3: Ensure all lessons learnt are documented and shared to the line manager.

–        Mission 4: Participate in the effective of FSL operations and ensure all are aligned with ACTED internal and external policies.

–        Mission 5: Ensure the operations and delivery of FSL project assistance through effective management of FSL Project assistants and daily workers.

–        Mission 6: Manage FSL activities databases ensuring data protection policy

Duties and Responsibilities

Under the supervision of the FSL Senior Project Officer, the FSL Officer’s responsibilities include:

 

a)       General responsibilities:

a.     Supervise and support activities implementations and field visits (Needs assessments, beneficiaries’ selections, registrations, cash and/or voucher distribution, activities monitoring, and preparation bill of quantities for targeting facilities).

b.     To work with the local authorities to understand the market and the situation within which the targeting and implementation of the cash aspects of projects will be conducted.

c.     To undertake or supervise technical assessments for potential facilities and define areas and facilities for FSL programing.

d.     To support the FSL Senior Project Officer to make weekly work plans and field visits.

e.     Monitor the progress of FSL program, and update the implementation plan on a weekly basis.

f.      To ensure the quality and efficiency of all field work done relevant to FSL projects.

g.     Revise all field documents signed and filled by the team and ensure their correspondence to ACTED compliance.

h.     To submit any relevant paperwork (e.g. Completion documentation, photos) to Senior Project Officer at the end of each day with work summary, or as described by line manager.

i.       To submit all the supporting documents for payments to the line manager after checking and revising them and ensuring compliance SOPs.

j.       To act as a clear communication channel between program, contractors, sub-contractors and beneficiaries.

k.     To monitor progress of activity implementation and contractors.

l.       Co-management (with other technical staff) of Programs team and any other participating staff while in the field as discussed with FSL Project Manager and FSL Senior officer.

m.   To draft and follow up of program correspondence and reports in coordination with FSL senior officer.

n.     To prepare, check the quality and accuracy of all documents submitted by the field staff (beneficiary lists, reports, analysis, forms etc.).

o.     Support the FSL Senior Project officer in their work with AMEU.

p.     To work additional hours and some weekends as dictated by the demands of the line project.

q.     Manage the team in the field and capacity building.

r.      Advise a visiting location to the FSL project manager and FSL Senior Project officer during the implementation of project.

s.     Prepare a weekly plan and capacity building plan for assistants and share it with senior project officer for review.

t.      Support other FSL sub-sector teams in field quantitative tasks (non-technical) once needed in tense phase of FSL program.

u.     Participate in FSL assessments defined be the project manager/coordinator aligned with cluster coordination.

v.     Protection Mainstreaming through the programming and distribution, ensuring that beneficiaries with specific needs are prioritized and additional assistance is provided when required.

 

b)      Reporting

a.     To document photos of program implementation and ensure that donor visibility is respected;

b.     Assist in the identification and location of beneficiaries when requested.

c.     Weekly Report on the implementation of activities as per specific program and donor requirements.

d.     Prepare a weekly and monthly plans and share with FSL senior officer.

e.     Provide a monthly report about the general achievement and challenge in the areas of intervention in addition to HAO monthly report.

f.      Share with the line manager weekly meetings with FSL Project assistants.

 

c)        Technical Tasks

a.     Develop and implement FSL activities and raise anything to adjust according to the context.

b.     Oversee cash, and other market-based modalities to achieve project objectives.

c.     Develop a tool for market monitoring respecting the context and reality of each intervention.

d.     Complete deliverable to specification and within time line.

e.     Provide required information to relevant parties as dictated by contract and procedures.

f.      Identify, document and share best practices and lessons learned with the FSL senior officer.

g.     Put a plan B for different areas in the assessment and prioritize the most needed areas in the assessment report.

h.     Put a clear strategy of the change that will be made by the intervention in the areas.

i.       Conduct technical assessment for potential facilities to be rehabilitated by FSL program and prepare accurate, clear and efficient bill of quantities

d)      Administration and Other Tasks

a.     Maintain an efficient, organized system of paperwork and reporting for field work.

b.     Collect the supporting documents for payments and share with senior project officer.

c.     Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.

d.     Monitor the quality of work done by staff under your supervision and their adherence to ACTED internal policies.

e.     To perform other duties as requested by the project and country management team.

Key Performance Indicators

 

·       Functioning and effective communication with community, positive feedback from the targeting communities.

·       # Databases have been reviewed, cleaned in an accurate manner respecting data base protection policy.

·       # BoQs have been prepared in the last Six months.

·       Implementation plans have been updated on a weekly basis.

·       # Assets have been rehabilitated and handed over to the concerned parties.

·       FSL activities documents have been reviewed before sharing with Senior officer in accordance with ACTED compliance SOPs.

·       Number of lessons learned and best practices collected and documented over the past 6 months.

 

Required qualifications and technical expertise
QUALIFICATIONS

The FSL Project officer is required to embody the following qualities and to maintain compliance with ACTED Rule and Policies at all times:

·       Bachelor’s degree in agriculture engineering.

·       Fluent in Arabic (Reading and Writing)

·       At least 1-year work experience with an INGO in an emergency, FSL and/or development setting.

·       Have at least 2 years of experience working in Agriculture activities with INGO, LNGO or private sector.

·       Intermediate English level (written and spoken)

·        Intermediate skills on Microsoft office especially (word and Excel)

·       Past job experience in similar position as “FSL officer or Agriculture Officer

·       Certificate/Training in business management, or administration

·       Experience in managing a team.

·       More than two years of experience in agriculture sector (with NGO or private)

·       Ability to work under pressure in a high-pace environment.

·       Ability to manage complaints.

·       Willingness to follow instructions, especially those related to security

·       Excellent social and communication skills.

·       High commitment to cultural sensitivity, honesty, integrity, Trust-worthiness and accountability.

·       Organized, methodical, and thorough work ethic.

·        Punctuality.

·       Dedication and proven interest in displacement issues, field work and humanitarian programming.
