Relevant degree;

At least 3-year similar role with other INGOS operating in NES;

Comprehensive knowledge of NES and Syria in general context;

Very good command of English language oral and written;

Very good computer skills MS Office pack; Word, Excel and power point is essential.

Flexibility under pressure and in response to changing needs;

Attention to detail and excellent in numeracy;

Commitment to maintaining confidentiality;

Ability to work within deadlines, prioritizing competing demands;

Excellent organizational skills with the ability to work on own initiative and proactively provide support;

Job Description:

Job Purpose:

ROLE PURPOSE:

Under direct guidance and supervision of Systems Director (SD) the Security Manager will ensure the implementation of global and national safety and security policies and standards. He / She will promote security management culture and drive systemic change in the quality of security management, which should unable safe programs implementation. While on assignment, the post holder will play a key role in the capacity building of Security Focal Points.

Main duties &

Responsibilities:

MAIN RESPONSIBILITIES:

Ensure compliance with organization policies, guidelines, and standards.

Provide specific technical guidance for implementation of  Programmes (including risk assessments, analysis, capacity building, briefing of staff and visitors).

Provide technical support in the preparation of country specific SOPs and security packs.

Assess and evaluate country/programme security guidelines and make recommendations for improvements using the  Policies and Standards for security management plans, evacuation contingency plans and standard operating procedures.

Promote the concept of security is an integral element of programme design and operations.

Liaise and collaborate with relevant local authorities and stakeholders for safety, security and access related aspects.

Provide analysis of safety, security and access in NES and region and provide regular updates to CMT and Area Offices.

Comply with policies and practice with respect to safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

SPECIFIC RESPONSIBILITIES:

Provide inputs for annual revision of Security Management Plan (SMP) and ensure that document is updated on regular basis.

Monitor and track incidents and contextual trends as a basis for analysis relating to safety, security and access.

Write regular as well as ad-hoc reports pertaining to security incidents, access developments and other contextual concerns in order to better inform decision-making process.

Actively participate in relevant security forums and when delegated represent in them.

Develop and keep updated contingency plans for country operations and for specific Area Offices.

Ensure standardisation in documents, reporting, SOPs across Area Offices in NES.

Provide support in the management of critical incidents.

Responsible for preparing, managing and reporting on the CWW Security Budget

In collaboration with respective SFPs oversee assessment of ORG  areas of operations staff premises’ locations on regular basis and advice on any possible security measures.

In collaboration with SFPs, Field Program teams and Regional staff, update and record background documentation and analysis for updated context assessments. Obtain actor-mapping with details and background of each actor. Create and maintain an Operations map.

Maintain filing system of safety files and records.

Ensure that effective and functional communications are in place including communication tree system, mobile and satellite phones.

With the SD and SFP support, the identification of capacity building needs develop and deliver training modules specific to knowledge gaps within the area offices and implementing partners to improve local security capacity.

Conduct security awareness training in accordance with policies and procedures and in cooperation with SD and SFPs.
