Job Requirements:

  • BSc in construction engineering or related technical field
  • Experience in the management of a technical team of engineers and liaison with a wide range of stakeholders for the implementation of projects.
  • Experience in the development of building designs including hazard mitigations and child appropriateness for development contexts.
  • Proficiency in AutoCAD or similar drafting software.
  • Proven and significant experience in international procurement and contract management, including an ability to develop strategies to fill identified gaps.
  • Demonstrable track record in the delivery of construction projects in developing world contexts including the management and quality assurance of contractor performance.
  • Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement

Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Commitment to the organization values.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
  • Highly organized with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
  • A high level of computer literacy (word, excel, ppt etc)
  • Good English skills.

Job Description:

  • Strategic Planning and Proposal Development
  • Take a overview of the NES construction portfolio ensuring the nationwide implementation of standard operating procedures and portfolio tracking.
  • Review project proposals and advise on the design feasibility, timelines, costings and human resource allocations for all proposals containing building construction.
  • Ensure that standard designs used for planning are developed and regularly updated with market prices and lessons learned to comply with relevant hazards and seasonal fluctuations
  • Lead on the recruitment of construction technical staff at field level and definition of any consultant ToRs that may be required.
  • Provide technical support to Field Offices construction staff.
  • Build and develop the capacity of the construction and engineering team through the use of effective training, performance management frameworks and development plan. Design and Planning of Buildings
  • Ensure that construction projects are designed, planned the construction activities in collaboration with different departments internal and external.
  • Liaise with programme Technical leads, Programme Managers and the relevant Regional government bureaus on the planning and design of structures. Advise on appropriateness of design requirements, materials, implementation methodology and detailed timelines for the proposed sites.
  • Oversee and contribute to the selection of sites, design of works and development of high quality design documentation (drawings, bills of quantities and specifications).
  • Ensure that all buildings are designed in compliance with international standards of life-safety and meet minimum standards for WASH facilities, inclusive use and child sensitivity. Procurement, Construction and Handover
  • Advise procurement team on construction sourcing including, local contractor eligibility, selection criteria, payment terms and technical assessment methodologies.
  • Ensure that the project plans and designs are well understood by the contractors and / communities engaged in their implementation.
  • Carryout the technical part of the construction tender bid analysis

Take overall responsibility safety on the organization construction sites in compliance with the child safeguarding policy.

  • Assist the procurement team in contract administration and contractual communication for all the programme’s construction activities implemented by the programme in different field offices.
  • Design and oversee the processes for supervision, quality assurance and community engagement on all construction sites in order to assure quality, timely and cost effective delivery.
  • Examine and process payment requests for construction works undertaken by different projects in the programme area.
  • Ensure timely and appropriate reporting to all internal stakeholders of construction projects.
  • Lead on handover processes including technical ratification for remedial works, final payments and retention payments.
  • Ensure that maintenance planning is carried out with community and user groups such that buildings are well kept and their lifespan is enhanced.
