The MEL Coordinator is responsible for ensuring overall coordination and communication among the MEL teams and other program teams for efficient and effective implementation of activities in a culturally responsive way. MEL Coordinator supports the monitoring, evaluation and learning activities across all program intervention areas, develops the needed data collection tools to capture the planned indicator targets and prepares all MEL report. MEL Coordinator contributes to strategic planning including logical framework, indicators and targets design.

The role reports to Director Monitoring Evaluation & Learning

Staff reporting to this post: Snr. MEL Officer, MEL officers

KEY AREAS OF ACCOUNTABLITY

  • Provide overall leadership to MEL department and operationalize the MEL systems through respective field teams
  • Assist the MEL team to have appropriate communications with beneficiaries and stakeholders.
  • Establish and maintain MEL systems and tools for the their respective programs
  • Capacity building of MEL teams and other program teams on MEL systems and procedures
  • Leadership on learning and reflection as well as donor reporting in terms of MEL
  • Capture and provide needs assessments and learning for future program designs

Monitoring

  • Lead all field-level program monitoring coordination with local authorities and/or camp administration. Delegating these duties to Sr. MEL Officers at specific work sites.
  • Lead field communication with internal and external Third-Party monitors and directing them to the appropriate field teams for site access.
  • Coordinate with Sr. MEL officers and MEL officers to provide monitoring plan and schedule improvement recommendations.
  • Lead field level review of all monitoring issues and challenges and guidance Sr. MEL and MEL officers to resolve issues.

Capacity building

  • Lead MEL team training and capacity development by coordinating with the HQ MEL team to bring need-based MEL training solutions to the field.

Data collection and management

  • Serve as the final review for all draft data collection instruments/tools before submission to MEL Director for final approval
  • Lead program data collection and management including digital data collection instrument design and managing permission access across the program
  • Review and revise all draft reports for submission to the MEL Director for final review and approval.
  • Create and manage the program Indicator Tracking Table (ITT) and update all performance indicator values in their corresponding reporting frequencies (ex: weekly, monthly, semi-annual etc.). This can be delegated to the Sr. MEL officer at site-level and aggregated by the coordinator.
  • Supervise Community Feedback Mechanism (CFM) data collection and reported complaints to relevant program departments.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

QUALIFICATIONS:

  • University degree

EXPERIENCE and SKILLS

  • 7+ years of experience supervising field data collection
  • 7+ years of experience completing data analyses and drafting reports
  • Strong verbal and written communication skills Arabic, English is beneficial but not required
  • Strong understanding of mobile data collection systems, previous experience with kobo mobile data collection is preferred
  • Experience working with INGOs, in the development / humanitarian sector
