The MEL Officer is responsible for overseeing the monitoring and evaluation activities at the field level in the assigned intervention area, provides all the needed support to the MEL Assistants and Field Monitors to complete the requested data collections per the work plans in a timely manner. Conduct site visits during the program implementation in the assigned areas.

KEY AREAS OF ACCOUNTABLITY

Implement and support MEL systems and lead on field data gathering in addition to taking lead in operationalizing the set MEL system.

Data collection and MEL system operationalization:

  • Supervise MEL field staff including daily laborers, MEL assistants and field monitors to complete the weekly monitoring workplan, meeting all data collection targets.
  • Serve as the operational lead for field teams in the assigned work site (s), managing the internal MEL team calendar, resolving minor field data collection and logistical issues and relaying severe issues to the Sr. Officer.
  • Support the Sr. MEL Officer and/or MEL Coordinator to train all monitoring teams on data collection instruments and standard operating procedures including mobile data collection platforms and ethical data collection.
  • Provide field level inputs for draft data collection instruments/tools to make sure local terminology is used and all monitoring questions can be understood in the same way by each respondent.
  • Support the Sr. MEL officer/ MEL coordinator to Pre-test and/or Pilot all data collection instruments before they are administered in the field and recommend changes to improve monitoring instrument cultural sensitivity.
  • Lead complex data collection including semi-structured interviews and moderate or note-take during Focus Group Discussions.

Data analysis and reporting

  • Review and interpret preliminary analyses from the MEL Assistant.
  • Revise draft analyses and reporting narratives from the MEL assistant before sending to the Sr. MEL Officer or MEL Coordinator for final review.

QUALIFICATIONS:

  • University or institute degree

EXPERIENCE and SKILLS

  • 2+ years of experience supervising field data collection
  • 2+ years of experience completing data analyses and drafting reports
  • Strong understanding of mobile data collection systems, previous experience with kobo mobile data collection is preferred
  • Strong verbal and written communication skills Arabic, English is beneficial but not required
  • Experience working with INGOs, in the development / humanitarian sector
