The Position Summary:

The Finance Coordinator plays an essential role to ensure the accuracy and completeness of all the organization’s accounting records, manage overall financial operations. The Finance coordinator will work closely with the programs and support service teams, keeping in mind internal and external rules and regulations. The Finance Coordinator will have a close technical line with the Finance team in Amman to ensure effective and efficient implementation of the organization’s finance procedures and contribute to an enabling environment that supports the organization’s to continue to provide assistance to people in need.

 Minimum Qualification & Transferable Skills:

 

  • A BA/S or equivalent in accounting or finance required; advanced degree preferred or equivalent demonstrated finance or accounting experience
  • At least 5+ years of progressive financial operations experience in INGO
  • At least 4+ years of demonstrated experience in managing a team
  • At least 2 years’ experience in grants financial management from diverse donor source, as well as an understanding of key institutional donor regulations such USG, FCDO,  ECHO is required.
  • Demonstrated experience in  accounting skills and internal control procedures
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Experience in financial software such as Navigator is desirable but not compulsory
  • Effective verbal and written communication skills (Arabic and English are the working languages) and past experience engaging with programs teams that enables quality programming
  • Demonstrated experience in fast paced environment, ability to prioritize, and as required multi-task
  • Ability to work effectively with an ethnically diverse team in a sensitive environment

 

Essential Responsibilities:

Finance management, compliance and coordination

  • Overall responsibility to ensure implementation of all finance procedures in line with internal and donor rules and regulations including but not limited to posting, accounting, cash flow management, leading on updates on relevant approval matrix, under the line management of the Area Director with a strong technical line to the Finance & Compliance lead.
  • Overall responsibility of cash transfers in close coordination with the finance team
  • In close coordination with Human Resources( HR), ensure timely completion of the monthly payroll.
  • Lead and coordinate the regular posting and review of transactions to ensure accurate posting into Navigator.
  • Supervise monthly standard accounting submissions to the country office and ensure transportation/transfer of hard copies of finance documents to the country office.
  • Support and as requested, lead on hub level submissions for auditing purposes and ensure that all documentation is ready at all times for audits.
  • As required, either by request or through identification of continual improvement, work closely with relevant Finance and management colleagues to improve finance SOPs.
  • Any other task assigned by the Supervisor.

Team management and capacity building

  • Work closely with finance team to develop and implement work plans, reviewing on a regular basis
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Delegate tasks to the team with clear roles and responsibilities with progress update.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Build capacity of non-finance staff through formal and informal training
  • Hire, orient and lead team members as necessary.

  • Represent, as required to external stakeholders (including but not limited to cash transfer agents and other external stakeholders)

Accountability

Reports Directly To: Area Director – NES

Technical line management: Finance & Compliance Lead

Works Directly With: Finance team in Amman, Program managers and coordinators, Support service coordinators, Director of Programs

Accountability to Participants and Stakeholders

The Finance Coordinator will be someone who passionately connects the important work of finance with the important work of project implementation and desires to understand deeply how we support communities. The Finance Coordinator will be able to manage multiple priorities and will create an environment that supports the organization’s project implementation across both humanitarian and development projects. The individual will have strong collaborative working skills, able to communicate clearly with non-finance people that enables the understanding and adherence to the organization’s financial standard operating procedures (SOPs). The Finance Coordinator will lead their team to ensure high quality work in line with internal and external rules and regulations, as well as wanting to drive innovation and build an enabling environment. The Finance Coordinator will be someone who looks for solutions through a deep understanding of our programs and our financial rules and regulations. They will consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances. They will maintain high ethical standards, treating everyone with respect and dignity.
